IT Systems/Software Cost Estimator
Essential Job Functions:
Possess Junior-Mid-level Cost Analyst experience, as defined by the Defense Acquisition University (DAU) – Business, Cost Estimating Level II criteria or private industry equivalent, and Certified Cost Estimator is a plus.
- Advise client on expected costs required to acquire, develop and maintain a portfolio of IT Systems used through USTRANSCOM.
- Be able to work with Program Managers, Engineers, Contracting Personnel, Budget Specialists and other personnel to identify system requirements.
- Develop cost estimates for labor, software, and hardware required to develop and sustain IT systems.
- Must be able to produce Independent Government Cost Estimates (IGCEs), Life Cycle Cost Estimates (LCCEs), Economic Analysis (EAs), Course of Action (COA) Analysis (Analysis of Alternatives), and Business Case Analysis (BCAs).
- Possess experience developing DoD LCCE and Return on Investments (ROI), using a variety of cost estimating methodologies and data analysis techniques, to support a BCA of potential future business systems, cyber security enhancements, network infrastructure updates, and cloud computing.
- Work with Subject Matter Experts (SME) and Program Managers throughout USTRANSCOM to determine current operating costs, future costs to implement and sustain the solution, and identify all associated benefits and risks.
Skills:
- Understanding on how to develop Life Cycle Cost Estimates
- Familiarity with developing Independent Government Cost Estimates
- Be able to develop Business Case Analysis
Qualifications:
- High School Diploma and 4 years of relevant experience or a Bachelor’s Degree.
- Cost Estimating Level II or ICEAA Certification not required, but preferred
- High School Diploma and the completion of 2 years of additional higher education may be counted as 1 year of required experience
- Bachelor’s degree preferred in the fields of Business Administration, Accounting, Finance, Mathematics or other related STEM
- Experience using estimating software (preference to: ACEIT, SEER-SEM, SEER-IT)
- Experience in any of the following: Source Lines of Code (SLOC) estimating, Function Point Analysis, Programs using Agile Development Framework, Earned Value Management (EVM), IT Engineering, Planning, Programming, Budget Execution (PPBE), Federal Accounting, Strategic Management, Program Analysis and Evaluation, Program Execution
- Experience working DoDI 5000.02 Defense Acquisition Systems cost estimates
- Familiarity with DoD Financial Management and associated Regulations, DoD 5000 series, DoD Business Case Analysis (BCA) Guidebook, Military Standard 881C Appendix K, Air Force AFI 65 series related to cost analysis.
- Interim Secret Clearance at a minimum
