Current vacancy is with Tulare County Information & Communications Technology Department located in Visalia.
Analyze, plan, and organize the systems and procedures to enhance the data processing activities. Plan, coordinate and implement departmental hardware site preparations, installation and configuration of data communication hardware and software, and movement of equipment. Train and assist evaluating employees. Coordinate feasibility and cost studies for conversion to/or implementation of new hardware or software applications; convert recordkeeping systems to automated processing methods and/or identify business analysis needs to provide current and predictive views of business operations. Create reports, charts, graphs, and analytics to help optimize systems and procedures. Provide recommendations for the design of ongoing extensions and improvements to systems and procedures modifications. Assist in the assignment, training, and supervision of activities of IT Systems and Procedures Analyst I/II, technical, and other support staff.

Education: Graduation from an accredited four-year college or university with a bachelor's degree in computer science, business administration, public administration, or a closely related field.Equivalency for Education: Job-related experience may substitute for the required education on a year-for-year basis up to a maximum of two years.
Experience: Three (3) years of experience in systems design/development, systems maintenance, and systems documentation including one (1) year experience as a lead or supervisor is desirable.
Knowledge of:
Various report writing and analytic software packages. Computer systems and their capabilities. Principles, capabilities, and limitations of information and communication technology systems. Various types of software programs such as word processing, spreadsheet and database programs. Modern office methods, forms, and equipment.
Management information systems and terminology. Math is sufficient to develop budgets, analyze costs, and to perform statistical analysis of data gathered. Research and report writing methods. Knowledge of supervisory techniques.
Skill/Ability to:
Work and communicate effectively with people of various education and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers. Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment. Apply the principles and techniques of system/data analysis, administration, and management analysis to the gathering, organizing and interpretation of data. Lead and review the work of employees. Prepare clear, concise reports, instructions and procedures using correct grammar, punctuation, and spelling. Write reports. Read and understand technical material such as computer manuals. Maintain effective working relationships with co-workers, other departments, state agencies, and outside organizations. Adjust to changes in work assignments. Retain and recall factual information.

License/Certificates:
Possession of, or the ability to obtain an appropriate, valid California driver's license.
