This position is located at Bureau of the Fiscal Service, (ISS)/Chief Information Officer (OAC-CIO), Deputy Assistant Commissioner (DAC) Information Services, Governance & Portfolio Management (GPM). As an IT Specialist (Policy & Planning), you will be responsible for the management of the IT Portfolio and investment related metrics, reporting, data analysis, and stakeholder management and communications.

Specialized Experience For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is performing IT work applying, project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and using data analytics in evaluating and reporting on accomplishments, risks, and issues sufficient to manage assigned projects in order to Interpret IT planning and policy objectives in order to plan for future IT systems to meet the needs of the organization and users using such systems.
Examples of such experience for the GS-13 could include:
- Using data analysis to read and translate data into meaningful written and/or oral reports, presentations, visuals, or a dashboard.
- Ensuring that IT investments and projects are compliant with the Federal-wide Clinger Cohen Act, Federal IT Acquisition Reform Act (FITARA) and Treasury-Wide Capital Investment Policy, or similar private sector regulations/requirements.
- Experience using data analysis to communicate detailed technical information to non-technical personnel, such as preparing and presenting briefings to senior management officials.
- Performs audits, assessments, and evaluations of IT programs and projects to measure and evaluate IT systems and performance and/or capital planning.

In addition to meeting specialized experience, applicants must have IT-related proficiency in each of the four competencies listed below.
- Attention to Detail, such as conducting assessments, and evaluations of complex, extensive IT programs and projects, escalating risks and issues.
- Customer Service, such as applying effort to improve IT spending data accountability and transparency to drive mission value and improve customer experience through technology.
- Oral Communication, such as preparing and presenting briefings and recommendations to senior management officials.
- Problem Solving, such as applying new developments to previously unsolvable policy and IT program problems.
