This position is part of the Defense Security Cooperation Agency, Information Management and Technology Directorate (IM&T) Technology Services Division (TSD), Technical Coordiantion Branch (TCB). The incumbent will be responsible for serving as the technical subject matter expert (SME) for IT Asset Management for the IT asset management operations and support programs.
As an IT SPECIALIST (PLCYPLN) at the GS-2210-13 level, some of your typical work assignments may include:
- Serving as the technical subject matter expert (SME) for IT Asset Management for the IT asset management operations and support programs.
- Working with Partner Relationship Manager's to ensure vendor adherence to master service agreements, financial, and legal policies and procedures.
- Responsible for the management and administration of asset management processes and tools that enable DSCA to identify, document and access intellectual capital and information content.
- Conducting software and software systems research new capabilities, ensuring cyber security is fully integrated into budget and acquisition plans.
- Identifying key organizational change management and training needs that recommended process redesign will have on a business unit.

Qualifications:
You may qualify at the GS-13 level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
- Assessing IT assets and pursuing a targeted maturity level for IT Asset Management activities within purview.
- Advising in the evolving area of IT Asset management and the rapidly changing field of information management and/or information technology.
- Identifying and coordinating process improvement initiatives

1) Attention to detail - Ensuring statement of work for procurement of products and service, technical documents, or troubleshooting of Information Technology problems are complete, free of error, and uses sound technical judgment.
2) Customer Service - Analyzing, defining, and delivering Information Technology support to organizations, and identifying problems with customer requests in order to achieve the desired product or service.
3) Oral communication - Presenting technical information to non-technicians in order to achieve understanding of desired specification or solutions to problems.
4) Problem Solving - Diagnosis of issues for organizational or installation wide integrated Information Technology systems for compatibility of new technology, capacity issues, or ensure IT systems continue to meet changing mission requirements.
Education:
Substitution of education may not be used in lieu of specialized experience for this grade level.

Other Notes:
This is a Security Cooperation (SC) position due to the nature of the position's duties and responsibilities. Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program".
This position is designated as a Testing Designated Position (TDP) under the civilian Drug-Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The employee must sign statements acknowledging the position is identified as a TDP.
The employee may be required to work other than normal hours, which may include evening, weekends, and/or holidays and/or overtime.
Work may require travel away from the normal duty station on military or commercial aircraft.
