Clarification from the agency
This announcement is open to All U.S. Citizens, and is being filled under the Direct Hire Authority (DHA) for Certain Personnel of the Department of Defense.
Duties
  • If selected at the GS-11 level, duties will be performed in a developmental capacity.
  • Provides comprehensive Onboarding support in SharePoint to provide hands on Onboarding sessions to varying audience types.
  • Maintains user and group permissions within the SharePoint environment, monitoring storage quotas and interfacing with DCMA IT to resolve or request additional storage space as needed.
  • Develops local business process with workflows, customized lists, and/or document libraries.
  • Uses established workflows and query results to build schedules used by functional personnel to conduct surveillance planning on assigned contracts.
  • Performs file and data maintenance through evaluation of file storage needs to ensure accessibility and search ability of the organizations enterprise documents.
  • Continues to support enterprise records management requests to improve data quality, data collection, and data extractions.
  • Develops methods for automating business and administrative processes by considering interrelationships of datasets and meaningful reporting.
  • Coordinates with DCMAIT systems administrators to make changes and adjustments to software configurations to adequately respond to user requirements.
  • Analyzes data, evaluates quality, identifies errors and trends; develops plans for error correction and reversal of negative trends in data quality.

Qualifications
To qualify for an IT Specialist (Data Management), your resume and supporting documentation must support:
A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
GS-11:
  • Working with SharePoint.
  • Assisting with writing SQL queries.
  • Assisting with identifying work processes and recommending automated solutions.
  • Assisting with developing programming techniques.

GS-12:
  • Extensive knowledge of SharePoint.
  • Writing SQL queries.
  • Identifying work processes and recommending automated solutions.
  • Developing new and unique programming techniques.
  • Extensive knowledge of information assurance regulations and policies.

B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess:
  • GS-11: a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. The major study must be in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
  • GS-12: None.

C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualifications and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Education
Substitution of education may not be used in lieu of specialized experience for the GS-12 grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

This Term Appointment may also be converted to a Career or Career Conditional appointment without further announcement. In order to be eligible for conversion, you must serve at least two years of continuous service under a term appointment in the competitive service and your performance must be at least Fully Successful. For current permanent DCMA employees, if selected, you will be granted Administrative Return Rights to your previous position.
