Job Summary Under the direction of the Manager Enterprise Applications, consults and leads in the analysis, design, development, and implementation of new software solutions. Leads Information Technology (IT) development teams on application development projects. Performs a full range of application support activities independently or as a member of a team. Provides daily hands-on technical support of packaged software systems and custom developed applications. Tests and implements software application fixes, upgrades and patches in the proper technology environments. Supports the manager on any business review requirements, technical requirements and configures applications for end-users. Employs industry-standard processes to configure, test and implement software applications to meet business requirements. Documents, plans and implements system or client setup changes using enterprise management systems and adhering to bureau policies. Effectively communicates with management, other TECHNICAL LEADs, end users, business analysts and project managers as they relate to area of assignment. Performs other duties as assigned. This position is Actively Recruited and At-Will.

 

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree is required.
Six (6) years of full-time work experience developing IT applications is required.
Five (5) years of full-time work experience and proficiency developing solutions with the Microsoft .NET framework (C#).is required.
Experience utilizing Microsoft SQL Server or Oracle is required.

Preferred Qualifications

Bachelor's degree in Computer Science, Engineering Technical Business, Information Systems, Information Technology, Computer Engineering, or       Design.
Experience using Azure DevOps or GitHub.
Project Management Professional (PMP), Agile or SCRUM Certified.
Experience with MS SharePoint.
Experience as an IT Technical Lead or Project Manager.

*Degrees awarded outside of the United States with the exception of those awarded in one of the United States territories and Canada, must be credentialed by the World Education Services (WES), Educational Credential Evaluators (ECE) or a National Association of Credential Evaluation (NACES) member organization. 

  KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS

 

Strong knowledge of system and software quality assurance best practices and methodologies. Knowledge of applicable data privacy practices and laws. Knowledge of principles and methods of systems analysis. Knowledge of database management, client/server and web based application development. Excellent written and verbal communication skills. Good project management skills and/or substantial exposure to project-based work structures. Programming languages skills. Ability to work on multiple large-scale projects simultaneously. Ability to provides clear, concise, and effective communication to technology staff, and internal stakeholders across offices, departments, and bureaus. Ability to create technical documentation. Ability to improve application performance using continuous improvement methods. Ability to effectively prioritize and execute tasks in a high-pressure environment.
