Your Specific Responsibilities:

This is work interviewing and/or determining eligibility of persons applying to receive assistance from government programs and agency resources, such as public health and social services programs.  Travel required.

Interviews, greets, and schedules all clients or customers seeking services at DOH-Franklin.  Duties include but are not limited to:  Answering incoming phone calls and routing to the appropriate person/department, taking complete messages, providing information of a non-medical nature, scheduling clinic appointments, preparing medical records for clinic services including all required forms.  Copies Medicaid, Medicare and/or other third-party insurance information.  Responsible for the charges and fee collection for services rendered to clients.  Completes daily reports and acts as cashier; participates in daily cash collection procedures to receipt payments utilizing HMS, preparing, and making daily deposits, delivery of funds and mail to post office daily and ensures proper documentation per the DOH Accounts Receivable and Cash Handling policy.  Required to work at all DOH-Franklin sites upon request.  

 

Explains the public assistance eligibility process to applicants.  Determines initial and continuing eligibility of applicants for health unit services through the process of interviewing to determine economic indigence.  Inputs all information for eligibility into Health Management System (HMS) and prepares the necessary paperwork/records for the patient to be seen by the provider.  Responsible for filing and maintenance of client files, in paper or electronic format while maintaining client confidentiality and building security procedures at all times.  Reviews client records for accuracy and completeness prior to filing.  Responsible for processing PEPW and FPW applications for DOH-Franklin; maintains record book for audit purposes.  Refers applicants to various related agencies for assistance. 

 

HCRA - Responsible for processing HCRA applications for Franklin County.  Receives claims, interviews, and determines eligibility, then provides information to the Franklin County Courthouse for payments processed to participating hospitals.  Completes all necessary paperwork ensuring proper documentation to conform to state and federal regulations.  Gathers and maintains statistical information regarding the client and family.  Prepares required reports and submits them in a timely manner.  Serves as liaison with local providers in order to determine the results of services rendered to individual clients.  The incumbent in this position is responsible for the integrity and security of data sets under his or her control.

 

Accepts and reviews all client encounter forms for completeness and accuracy; enters and verifies client's services into the HMS system using the correct procedure (CPT) & Diagnosis Codes.  Collects cash, credit cards, checks, and makes change according to the DOH Accounts Receivable and Cash Handling policies.  Responsible for use of credit card terminal for client fees, refunds, and voids.  Responsible for credit card daily reports and settlement.  Posts accounts receivable transactions to accounts to ensure collections.  Runs Unknow Income and Race/Ethnicity report weekly an makes necessary corrections.  Maintains a working knowledge of the fee schedule, applicable sliding fee scale, and services and circumstances for which no fee or full/minimal fee will be assessed/established in HMS.  Reviews and codes lab bills for accounts payable department.  Works collaboratively with Volusia Billing Consortium to ensure accurate and timely billing for Local, Third-Party Insurance, Medicare, and Medicaid.     

 

Vital Statistics - Serves as Deputy Registrar of Vital Statistics in DOH Franklin to assure proper completion of birth and death records before submission to the Office of Vital Statistics.  Follows the Vital Stats SAT guidelines daily and assists with required SAT reports.  Maintains vital records, reviews for accuracy, and provides certified copies upon request.  Ensures proper collection and recording of Vital Statistic fees into the State E-Vitals Computer System.  Provides information of where to obtain vital records both in-state and out-of-state.  Is responsible for ordering/maintaining all current Vital Statistic forms to be made available to clients upon request.  Serves as liaison for hospitals, physicians, and funeral directors.  Works directly under the Administrator, who is the local Registrar in this program.

 

Email - Responsible for monitoring and responding to email communication to ensure timely efficient transfer of information.  

 

Leave requests - Requests planned annual and sick leave through written email/Outlook calendar communication with direct supervisor or designee.  Schedules planned leave upon supervisor's approval and notifies supervisor and fellow staff members using the Microsoft Outlook calendar system. 

 

Employee Activity Report (EAR) - Monitors and ensures that all service and time data entries and certifications are within the HMS required timeframe.

 

Quality Improvement - Participates in PHAB Accreditation and Quality Improvement activities to assess program effectiveness and ensure standards and guidelines are met.  Readily accepts assignments to QI subcommittees.

 

Attends training, staff meetings and activities as needed to remain current in department policies and work-related skills.  Performs other duties as assigned.

Knowledge of the principles and techniques of effective communication; ability to speak clearly and correctly.  Ability to listen effectively.  Able to communicate effectively with the public in a tactful, courteous, and effective manner.  Knowledge of office procedures and practices.  Knowledge of computer programs and software to enhance the productivity of CHD.  Knowledge of basic arithmetic.  Ability to record and evaluate data relating to assistance applications.  Ability to understand and apply applicable rules, regulations, policies, and procedures relating to health care or community services assistance applications.  Ability to review data for accuracy and completeness.  Ability to organize and maintain filing systems.  Ability to perform basic arithmetical calculations.  Ability to plan, organize and coordinate work assignments.  Ability to communicate effectively.  Ability to establish and maintain a working relationship with others.  Ability to work independently and as a team; ability to handle multiple tasks at once in an organized fashion with attention to detail.
