General Summary

This is a one-year appointment with a future opportunity to apply for a permanent position.
About the Position: Reporting to the Vice President for Student Services (VPSS), the Interim Dean is a member of the Student Services Affairs Cabinet team and participates in setting strategic direction, anticipating, and responding to opportunities and challenges, managing resources, formulating policy, and developing key relationships with academic and administrative colleagues to further the mission and goals of the College. Strong interpersonal and communication skills are required.
The Interim Dean provides leadership, operational oversight, evaluation for departments within Entry Advising, Advising Center, Transfer and Career Services, Running Start (dual enrollment), and Enrollment Services (Admissions and Registration & Records). The interim Dean is responsible for ensuring that enrollment, advising, and registration processes are designed and operating effectively and efficiently to meet the demands of the college campus and the needs of current and prospective students. The successful Interim dean will facilitate the development of a highly collaborative culture within and among the areas that support students’ goals throughout the student’s life cycle.
This position is an exempt, at-will, full-time position.

Essential Tasks

Student Support & Funding Services Administrative Responsibilities
Administrative Functions

  • Supervise the managers and directors within the following departments: Entry Advising, Running Start, Transfer and Career Services, Advising Center, Enrollment Services;
  • Provides effective/active leadership, direction and management oversight of assigned areas;
  • Interview, recommend selection, train, supervise and evaluate direct reports;
  • Conduct performance evaluations and monitor program reviews for departments and programs;
  • Maintain administrative oversight to ensure high quality and efficient delivery of student services to meet the overall goals of the College and the expectations of students and the community;
  • Use enrollment data to assess effectiveness of activities and to inform actions in response to market forces and college needs;
  • Ensure outstanding customer service to students, families, internal partners and others throughout the enrollment lifecycle;
  • Responsible for the administration of the Highline College Satisfactory Academic Standards policy and procedures, including but not limited to ensure retention efforts are implemented for students who fall within the policy.
Collaborative Leadership
  • Serve as a member of the Student Affairs Cabinet, Student Services Leadership Team and other campus leadership committees;
  • Collaborate to enhance and develop best practices, processes and procedures that assess students’ needs, especially vulnerable student populations, and work with on and off campus stakeholders to meet college goals;
  • Represent the college on statewide commissions and councils;
  • Participate in leadership capacities for key campus-wide initiatives such as Guided Pathways, Title III, and Strategic Enrollment Management (SEM);
  • Maintain strong relationships with local high schools and community partners to promote enrollment for Running Start and College campus enrollment;
  • Work with departments across campus to develop recruitment, retention, completion, and student success strategies that support SEM goals and student learning outcomes;
  • Effectively communicate with individuals at all levels, within and outside of the College;
  • Work with the Student Affairs Cabinet to develop a systematic approach for Student Services assessment and continuous improvement;
  • Coordinate data management and reporting with campus and system offices;
  • Collaborate with the Academic Affairs Dean of Academic Transfer Pathways and Partnerships to implement the College’s plan for an advising model (currently implementing the four-phase advising model);
  • Collaborate with the Director of Outreach and Recruitment to design data-informed, comprehensive outreach / recruitment strategies as well as efficient internal enrollment onboarding processes;
  • Use and support with using a Customer Relations Management (CRM) system to manage relationships with stakeholders to include, students, alumni, community partners, faculty, and other staff.
Policies and procedures
  • Assess and lead the implementation of institutional policies and procedures for an efficient, transparent, accessible and effective service delivery;
  • Lead and manage the College Satisfactory Academic Standards Policy, including interventions to promote student persistence and success;
  • Recommend modifications when policies and procedures create barriers to student success;
  • Participate in the development/implementation of College policies, procedures, and initiatives as assigned;
  • Work with direct reports to manage admission activities, policies, operations and procedures.
Budget Management and Human Resources
  • Develop, maintain and monitor assigned budgets; securing external grant funding as appropriate;
  • Maintain accurate and appropriate records in accordance with federal, state, and local regulations;
  • Monitor, manage, and make recommendations for department and program budgets;
  • Review staffing needs and make recommendations;
  • Support staff professional development for personal and college enrichment;
  • Interpret applicable laws, regulations and policies.
Other Functions
  • Assume responsibilities for duties as assigned as a college-wide senior administrator.
Direct Reports Include:
  • Associate Dean of Advising and Running Start;
  • Director of Outreach and Recruitment;
  • Director of Enrollment Services and Registrar;
  • Director of Advising Center;
  • Director of First Year Success & Entry Advising.

Qualifications


Minimum Qualifications

  • A master's degree or an equivalent combination of education and experience is required; AND
  • Four years or more of experience in higher education leadership and management positions; AND
  • Supervisory and budget management experience; AND
  • Experience developing and maintaining internal and external partnerships to support enrollment goals; AND
  • Experience in areas of registration, admissions, or advising operations; AND
  • Strong technical, organizational, and data management skills: AND
  • Excellent written, verbal communication and presentation skills; outstanding listening and relational skills.
Preferred Qualifications
  • Doctorate Degree;
  • At least five (5) years of progressive experience in Enrollment Services at a higher; education institution (pre-college programs, advising, recruitment, admission, registrar, etc.);
  • Experience in implementing and improving a comprehensive enrollment and student onboarding plan;
  • Experience implementing or using a Constituent Relationship Management (CRM) system;
  • Bilingual or multilingual.
