Duties
You will:
  • Provide policy makers with intelligence relevant to matters of environmental policy and regulation, cybersecurity, and counterintelligence vital for the performance of the agency's programs, personnel, and infrastructure;
  • Act as a liaison to the U.S. intelligence and cybersecurity communities regarding issues of national security and ensure interagency intelligence related planning and operational requirements are met;
  • Oversee the development and implementation of intelligence and information sharing agreements involving relationships between the EPA and other agencies of the U.S. Government;
  • Provide technical assistance to programs and regions on cybersecurity intelligence and national security to identify sensitive information requirements and intelligence needs;
  • Assess the capabilities of current and emerging cyber threats to inform policymakers and provide mitigation recommendations.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.
You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.
If you are selected, you may be required to complete a one-year probationary period if appointed as Competitive Service or a two-year trial period if appointed as Excepted Service.
If you are selected, you will be required to complete a Confidential Financial Disclosure form within 30 days of your first day of employment and annually thereafter.
You will be required to obtain and maintain a top-secret security clearance.

Qualifications
We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as preparing and/or assessing intelligence reports based on analyses of raw data, Law Enforcement Sensitive information, and/or other intelligence products; evaluating intelligence policies for a federal organization; and advising on cybersecurity intelligence relating to national security.
Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of Federal regulations, executive orders, and directives that deal with national/homeland security; 2) Skill in utilizing systems and processes related to intelligence collection, analysis, and dissemination; 3) Knowledge of cybersecurity; 4) Skill in written communication; 5) Skill in oral communication; 6) Ability to develop cybersecurity intelligence program policies, plans, and processes; 7) Skill in data analysis.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
