Duties

This position is located in the Office of the Assistant Chief of Police for Protective and Intelligence Operations, Security Services Bureau (SSB).

Duties and responsibilities include, but are not limited to the following:

Provides timely assessments and determines the need for various physical and technical systems and equipment for sites and facilities protected by the USCP. Recommend methods for enhancing the efficiency of security systems through modification and application of technologies. Investigates and assesses a variety of Physical Security problems, questions, or conditions. Performs and ensures the completion of on or offsite Physical Security surveys, inspections, evaluations, and/or anti-terrorism assessments to review and evaluate existing physical, operational, and technical security needs. Reviews contract proposals for construction and modification to buildings to ensure that adequate and appropriate security safeguards are included in plans and specifications. Serves as security liaison and works closely with investigative, intelligence, counterintelligence, and security personnel in other law enforcement agencies and organizations.

Writes detailed reports and evaluations of highly technical information for audiences including USCP Board, Member of Congress and their families, congressional staff and committee members, law enforcement officials at other agencies, and vendors who may perform work on USCP projects. Develops and maintains relationships with various stakeholders in the federal, state and local government and private industry and informs them of changes in organizational programs and operations. Conducts briefings on security projects and programs. Participates in policy formulation and reviews liaison activities for agency programs. Identifies innovative approaches for resolving problems and reducing conflict. Serves as technical liaison between contractors and the Contracting Officer and assists in interpreting technical requirements in the contract scope of work specifications.

You must be a U.S. Citizen. Successful completion of a Background Investigation is required. Must be able to obtain and maintain a Top Secret security clearance. Must be able to obtain and maintain a driver’s license. Must be able to obtain and maintain a government travel card.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-10 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-9/GS-11 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes: 1) Extensive knowledge of a broad range of general security programs and policy requirements; 2) Knowledge of programming and installation of various types of security systems including controlled access systems, closed-circuit television (CCTV) camera system and monitors, metals detectors, etc; and 3) Experience reviewing, analyzing and assessing a variety of factors associated with Protective Operations.

For the CP-11 level you must have one year (52 weeks) of specialized experience equivalent to at least the CP-10/GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as experience which includes: 1) Expert knowledge of a broad range of general security programs and policy requirements to function as a technical authority; 2) Knowledge of procedures and regulations related to principles for designing Physical Security systems and practices related to diverse security programs; and 3) Ability to interpret security policies issuances for applications in a variety of environments and locations within protected facilities.

Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
