The MA State Police Watch Center is seeking a supervisor and watch officer in a public safety and security operations center to maintain a front-line point of contact and security presence, process incoming information from multiple sources, collect, classify and route information, and contribute to a stable state of situational awareness within the agency and the Commonwealth.
Duties will include but are not limited to:
- Maintain situational awareness of local, national, and international events/incidents for any implications to the agency and the Commonwealth.
- Monitor open-source and law enforcement sensitive communications to maintain awareness of threats, trends and critical information in multi-jurisdictional law enforcement domains.
- Process incoming requests for information in a timely fashion and document all activity in the designated system.
- Evaluate open-source information and law enforcement reporting to identify activity that is reasonably indicative of preoperational planning associated with terrorism or other criminal activity.
- Utilize the intelligence cycle to analyze information and data from multiple sources including intelligence, law enforcement reporting and open-source information to assist in the investigation of criminal activity, to develop actionable intelligence and to ensure the public safety of the Commonwealth.
- Conduct background research on suspects or known criminals under investigation, persons of interest, and prospective employees of law enforcement agencies throughout the Commonwealth.
- Establish criminal pedigrees that include identification of criminal history and criminal relationships to aid in making connections between members of criminal organizations.
- Collect and rapidly assimilate information based on deductive and inductive reasoning to formulate recommendations; prepare intelligence reports by writing summaries and detailed analyses and developing related charts, graphs, matrices, tables, maps and other illustrative exhibits in order to present and organize information, support findings and conclusions, and substantiate recommendations.
- Provide testimony in various legal proceedings and forums relative to prosecutions and ongoing criminal investigations.
- Perform liaison duties for intake and outreach with federal, state, local and private sector entities within the criminal information, intelligence, and public safety and homeland security communities to build relationships on behalf of the agency and secretariat.
- Attend meetings and conferences to obtain or disseminate information and criminal intelligence and to receive or share information with those who have a need to know and right to know and promote unit services to encourage the exchange of criminal intelligence information between agencies.
- Adhere to prevailing state and federal laws and policies regarding the handling of criminal offender record information and document classification markings including sensitive but unclassified and classified information.
- Determine authorization of requestors to receive convicted offender information, intelligence and other confidential or sensitive information and collect and disseminate information in accordance with applicable laws, acts, regulations, rules, policies, and guidelines.
- Exercise professional judgment and discretion in the dissemination of oral and written communication in order to safeguard confidential information.
- Assist in the research, development, testing and modifying of new or revised databases by providing input on required fields, values, formats and logic in order to ensure accuracy of data transfer, compliance with regulations and to meet user needs.
- Coordinate security and application access for agency end-users of criminal justice information systems or external users of agency-based intelligence information systems when needed.
- Participate in accreditation compliance activities for the work unit when applicable.
- Maintain access, adaptability, and proficiency in all required tools, technologies, and resources; attend meetings and undergo training to remain current on job-related procedures.
- Design, develop, and modify training curricula and/or content and materials and administer specialized training programs.
- Train internal and external personnel on intelligence collection techniques and resources available to provide information on unit services and to comply with applicable federal, state and local laws.
- Contribute to the update and maintenance of effective standard operating procedures for unit activities by making recommendations, conducting research and collaborating on drafting appropriate language, references and source citations.
- Coordinate projects and operations by tracking time-sensitive events, securing, obtaining and/or disseminating resources, to include intelligence collection equipment and devices, and organizing and scheduling activities in order to meet deadlines and milestone goals.
- Delegate requests for information to subordinates to ensure balanced workloads and effectively meet operational needs, as appropriate.
- Ensure subordinates contribute to a stable state of situational awareness within the agency and the Commonwealth, maintain situational awareness of significant events worldwide, and monitor open-source and law enforcement sensitive communications to maintain awareness of threats, trends and critical information.
- Ensure subordinates are trained to recognize information that is critical and relevant to stakeholders and assess the implications to the Commonwealth.
- Ensure subordinates respond to and document requests, while answering requests in a timely and professional manner.
- Ensure subordinates verify requesters identity, need to know, and right to know, abides by CORI regulations.
- Ensure subordinates maintain access and proficiency in all required tools, technology, and resources.
- Perform administrative duties to include employee performance management, payroll, overtime, requests for leave, and other supervisory duties as required.
- Gather and summarize data to provide accurate information for briefs, reports and correspondence. Submit reports (e.g., monthly activity, budgetary, statistical etc.) upon request to provide accurate information to management.
- Perform related duties as required.
