Organizational Location: This Pathways Recent Graduate position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of Professional Responsibility, in Washington, District of Columbia.
This is a non-bargaining unit position.
Qualifications:

BASIC ELIGIBILITY:

In order to be eligible as a Pathways-Recent Graduate, you must have already obtained a qualifying associate degree, a bachelor's degree, master's degree, a professional degree, a doctorate, a vocational or technical degree or certificate from a qualifying educational institution, within the previous two years; or a preference eligible veteran, who, due to a military service obligation, was not able to apply to the Recent Graduates Program during any portion of the two-year eligibility period (eligibility period cannot extend beyond six years of completion of an academic course of study). All eligible institutions must be accredited by the U.S. Department of Education.

Candidates must also:

  • Meet the ICE developed qualifications standards prior to appointment and any physical, suitability, security requirements and if applicable medical clearance.
  • If selected, you will be required to sign a Pathways Program Participant Agreement.
You qualify for the GS-09 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as:
  • Applying inspection and Compliance principles, concepts, methodologies, laws, regulations, guidelines and/or practices in daily activities;
  • Documenting investigations and witness statements; and
  • Researching data using prescribed methods OR
Education: A master's (or equivalent graduate degree such as a L.L.B/J.D.) or 2 academic years of progressively higher-level graduate education leading to such a degree from an accredited college or university. OR
Combination of Education and Experience: A combination of successfully completed education and experience as described in the vacancy announcement, that when combined, equals 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
You qualify for the GS-11 grade level if you possess one of the following:
Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as:
  • Assisting the team lead or supervisor in planning Inspections and participating in briefings with team leads at inspection sites;
  • Ensuring inspection findings provide complete identification of deficiencies and areas of concern;
  • Developing sound recommendations which identify the appropriate level of the problem, and the type of corrective action necessary to fix the problem;
  • Preparing written inspection findings with or for team leads or supervisors. OR
Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree from an accredited college or university. OR
Combination of Education and Experience: A combination of successfully completed education and experience as described in the vacancy announcement, that when combined, equals 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
You qualify for the GS-12 grade level if you possess one (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as:
  • Assisting the team lead or supervisor with conducting on-site inspections;
  • Scheduling and conducting interviews at inspection sites;
  • Providing input to develop the scope and inspection site rationale;
  • Assisting the team lead or supervisor in developing the unique methodology and approach for the inspection site;
  • Preparing documentation of the inspection process and findings.
This is a one-year developmental program which may lead to a term or permanent appointment. A Recent Graduate's appointment expires at the end of the 1 year developmental period (including any approved ICE extensions), unless the participant is selected for non-competitive conversion to a term appointment or permanent career-conditional appointment in the competitive service.
The incumbent may be assigned to one of the following inspection areas:
  • Office of Detention Oversight (ODO) - Employees assigned to ODO are responsible for evaluating detention facilities' compliance with policies and detention standards for facilities that house ICE detainees.
  • Management Inspections Unit (MIU) - Employees assigned to MIU are responsible for conducting on-site inspections of domestic and international ICE field offices and HQ programs to ensure operational and administrative compliance with established policies and procedures OR reviewing ICE's partnerships with state and local law enforcement agencies who participate in the 287(g) program.
  • External Reviews and Analysis Unit (ERAU) - Employees assigned to ERAU are responsible for conducting administrative reviews of the facts and circumstances surrounding all aspects of an individual's passing while in ICE custody as well as conducting audits to ensure compliance with the DHS Prison Rape Elimination Act (PREA) Standards.

PROGRAM COMPLETION AND CONVERSION: Recent Graduates may be converted to a permanent position (or, in some limited circumstances, to a term position lasting 1-4 years) within 120 days of successful completion of the Pathways Recent Graduate program. Recent Graduates who successfully complete the program may be eligible for conversion to a permanent appointment or a term (1 to 4 years in duration) appointment without further competition.
To be eligible for conversion, Recent Graduates must:
- Be a U.S. citizen.- Successfully complete at least 1 year of continuous service under the Recent Graduates Program.
- Complete all requirements as specified in the Recent Graduates Participant Agreement.
- Receive a rating of at least "Achieved Expectations" during the one year developmental period.- Receive supervisor approval through written recommendation.
- Meet the OPM Qualification Standard requirements for the target position.
- Pathways Program Coordinator must receive a completed conversion package 30 calendar days in advance of the conversion eligibility date.Education: This position requires a degree or certificate from a qualifying educational institution to meet the basic education requirement. You must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned. Your transcript(s) must clearly demonstrate the course(s) listed in the qualification requirement section. If the transcript(s) does not clearly demonstrate this you must submit a copy of the course description and/or other documentation demonstrating that the courses are equivalent.
When using education as any part of your qualifications for this position, you must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned.
Special Instructions for Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
