Summary:
Reporting to the Transportation Manager, the Safety Training and Compliance Specialist develops and implements compliance related policies and procedures for the University's Transportation Department.
Job Description:
  • Conducts training programs to assure compliance with local and federal laws; investigates and maintains accident data; understands and implements department and driver compliance with the DOT Federal Motor Carrier Safety Regulations; offers best practices for the school bus operation using the National Association of Pupil Transportation as the model; maintains and affects knowledge of federal OSHA and EPA safety requirements; and coordinates safety compliance with the University compliance officer and Risk Management Officer.
  • Assists Manager with supervisory oversight of Transportation Services personnel and operations; assists Manager with the development and implementation of management systems; provides leadership, direction and training to staff, ensuring the effective utilization of personnel; and is responsible for developing staffing plans under the direction of the Manager.
  • Develops criteria and conducts internal investigations of compliance issues; disseminates written policies and procedures; interacts with University compliance officials; and trains employees to provide knowledge and skills to safely perform their job tasks and carry out safety responsibilities.
  • Conducts internal investigation of compliance issues; files appropriate reports with regulatory agencies; disseminates written policies and procedures related to compliance activities; ensures safety procedures are designed and implemented to identify, evaluate and correct unsafe conditions or behaviors that threaten personal safety and/or injury or illness or violate safety health codes and/or case property damage.
  • Conducts classroom and behind-the-wheel bus driver training for the purpose of presenting, reinforcing and/or developing bus driver skills.
  • Conducts staff Training and issues certifications in CPR and First Aid; and maintains professional instructor certification in CPR and First Aid.
  • Maintains up-to-date Master Vehicle Fleet Inventory listing; assures current license renewal and medical certification for commercial drivers; and implements registration and tag renewal of University owned vehicles.
  • Presents campus wide Safety and Defense Driving workshops annually.
  • Develops and monitors protocol for prevention of motor vehicle accidents.
  • Maintains manual and electronic documents, files and records (i.e., licensing certificate, medical expiration dates, mileage, log books, etc.) for the purpose of documenting and providing an up-to-date reference and audit trail.
  • Monitors fleet preparedness, working closely with the Fleet Maintenance Shop for the District of Columbia vehicle inspections and vehicle readiness.
  • Evaluates performance of bus drivers and applicants for the purpose of ensuring that skill levels are met and are in compliance with the local and FMCSRs; and conducts road tests of driver applicants.
  • Assures the safety compliance of the fleet maintenance garage.
  • Investigates accidents/incidents involving University vehicles; reports to accident sites as required; and develops and submits accident reports to the University Risk Manager and department management.
  • Assesses and assists with the evaluation and safety of school run routings as requested.
  • Implements the random drug and alcohol testing program in compliance with DOT.
  • Maintains and monitors operations involving the gasoline and diesel dispensing pumps, to include all appropriate maintenance, inspections, record keeping and ordering of product.
  • Maintains knowledge of all federal and local safety regulations and laws.
  • Ensures the University is in full compliance with federal/local regulations and laws at all times.
  • Serves as a mandatory Title IX reporter; and takes annual Title IX training as part of the compliance effort.
  • Establishes and maintains a positive and supportive working relationship with co-workers and supervisors.
  • Demonstrates a genuine commitment to diversity, equity and inclusion in the workplace and participates in activities and workshops to foster continuous learning.
  • Serves as a mandatory reporter under Title IX; and commits to completing Title IX Training and other compliance requirements on an annual basis.
  • Performs related and other duties as needed.

Required Qualifications:
  • High school diploma or GED.
  • A minimum six years of professional experience with driving, training coordination, safety investigation, or a related field (Bachelor's degree with two years of professional experience in the above-mentioned area will be considered).

Preferred Qualifications:
  • Bachelor's degree.
  • Experience working in a higher education setting.

Knowledge, Skills, and Abilities:
  • Strong ability to conduct both classroom and behind the wheel instructions for bus drivers.
  • Strong ability to maintain records and write routine reports.
  • Strong knowledge of computer software programs, file maintenance and database management.
  • Strong knowledge of University policy and procedures, and laws affecting employees and students.
  • Strong ability to exercise independent judgment, tact and initiative. Keep current certifications as a CPR and First Aid Instructor.
  • Demonstrated ability to work with and across University departments, outside constituents and groups.
  • Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.

Additional Position Details:
  • The incumbent must be able to obtain and maintain NAPT Child Safety Pupil Transportation Specialist Certification.
  • The incumbent must be able to possess and maintain a valid Commercial Driver's License with School Bus, Passenger and Air Brake endorsement.
  • The incumbent must be able to attain and maintain Hazwoper Compliance certifications
  • The incumbent must be available for email and phone during emergencies.
  • The incumbent must be able to submit to and pass random testing for illicit drugs and alcohol prior to employment, randomly and periodically.
  • This position is expected to report to work on campus. However, there may be opportunities for a modified work schedule based on performance and the needs of the department or the University.
  • If the incumbent has no knowledge of American Sign Language, the incumbent is expected to achieve an ASLPI score of 1 plus within two years of employment. If the incumbent is hired with some knowledge of American Sign Language, the incumbent is expected to achieve an ASLPI score of 2 within two years of employment. The supervisor must ensure that the incumbent receives the necessary support to meet this goal.
