MAJOR FUNCTION
Provides technical expertise in Geographical Information Systems (GIS) development, operations, analysis, design, implementation, documentation, and ongoing support for ESRI ArcGIS system and databases for the Polk County Board of County Commissioners (BOCC).
ILLUSTRATIVE DUTIES System Analysis and Design:
- Performs system analysis, maintenance, upgrades, implementation, and optimization of complex Windows/ESRI GIS systems leveraging industry standards and best practices.
- Translates system requirements into program specifications.
- Identifies data capture control methods, database elements, map elements, and symbology.
- Responsible for creating,maintaining, storage, and recovery of geographic, text, and imagery data within predefined RTO and RPO.
- Ensures the GIS system is operational, supported, secure, and governed based on industry standards and best practices.
- Prepares system documentation for internal and client use.
- Performs technical work maintaining legacy code and develops new code, as needed.
- Maintains and enhances a working knowledge of the required GIS programming languages, coding methods, data access methods, and operational requirements.
- Creates test data and scenarios. Evaluates and reports on test result data.
Project Management:
- Coordinates with a diverse group of users, divisions and agencies when developing and deploying GIS projects.
- Completes accurate program development estimates.
- Develops time/cost estimates, cost benefit studies and fit/gap analysis.
- Responsible for tracking and reporting the progress of projects to ensure timely completion.
- Works with customers to identify project requirements, business processes, and business rules.
Customer Knowledge:
- Maintains an in-depth knowledge of the county divisional GIS use cases, applications, and integrations.
- Works with customers to resolve issues and effectively manages in-house and vendor support tickets.
Training:
- Trains employees in the usage of GIS systems including new user, refresher, and advanced training scenarios.
- Assists in the training of junior IT staff members.
- Provides advanced technical guidance to other staff members.
- Assists other staff with GIS tasks, projects, and integrations as directed.
Written and Oral Communications:
- Leads meetings with customers, vendors, and colleagues.
- Provides written and oral reportsto management of the Information Technology Division.
- Manages vendor interactions effectively.
Disaster Recovery:
- Responsible for the design, implementation, testing, and annual review of disaster recovery processes and scenarios for the enterprise GIS system.
Emergency Operations:
- In cooperation with the county Emergency Management staff, coordinates coverage and staffing of the Emergency Operations Center GIS section during declared emergencies and training scenarios.
Additional Duties:
- Performs additional related duties as required.
- Completion of additional educational courses as required.
- Position may require travel as needed.
KNOWLEDGE, ABILITIES AND SKILLS
- Skilled at working as part of a team or independently as required.
- Extensive knowledge of GIS, business analysis, and project management concepts.
- Extensive knowledge of system development and analysis methodologies and the ability to apply this knowledge to the analysis and development of geographic information systems.
- Extensive knowledge of ESRI ArcGIS Server and ArcSDE software.
- Knowledge of MS Windows Server operating systems and virtualization.
- Knowledge of relational database management, administration, and optimization.
- Ability to translate system requirements into program specifications.
- Ability to write, test, and debug GIS scripts and code.
- Ability to stay focused on completing tasks and meeting goals.
- Ability to follow oral and written instructions, to use independent judgment, and make logical decisions.
- Ability to communicate effectively both orally and in writing.
- Ability to maintain a positive working relationship with employees, management, and other divisions.
- Ability to concentrate on detailed and sequential work tasks.
MINIMUM QUALIFICATIONS
- Graduate of an accredited four (4) year college with a bachelor's degree or equivalent work experience in Information Systems, Geographic Information Systems (GIS), Geography or a related field.
- Minimum of four (4) years related experience, including three (3) years in GIS system administration or analysis.
- Must have a valid driver's license and be able to secure a valid Florida driver's license at the time of employment within this classification.
- A comparable amount of related training, experience and education may be substituted for the minimum qualifications.
