This position is located in the System Redesign section of Clinical Operations Service at the Detroit VA Medical Center (DVAMC) in Detroit, MI.

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION***
In this position, you will lead transformative quality, safety, effectiveness and efficiency improvement efforts and you will serve as a project manager for large, complex improvement projects impacting hospitals wide healthcare delivery systems. Major duties include, but are not limited to:
  • Conducting studies and analyses of work systems and processes and provides guidance to facility management and leadership teams to effect improvement in mission, effectiveness, resource utilization and cost savings;
  • Applying principles of human factors engineering to solving patient and human work flow issues
  • Performs human factors engineering (HFE) analysis of patient and human work flow data including medical devices, medical software, and healthcare systems
  • Evaluating health systems processes using statistical process control and other TQM tools
  • Researching problems that impact the quality and efficiency of patient care delivery, making recommendations for corrective actions, and following up to ensure effective implementation and sustainability
  • Performing evaluations and analyses of areas targeted for improvement to assess program effectiveness and current status and to identify areas requiring management attention and systems enhancement
  • Analyzing and evaluating systems by reviewing reports, available data, studies, projects, and information provided by managers, clinicians, and support personnel in VA facilities, contractors, and other agencies
  • Identifying existing or potential problem areas and recommending necessary corrective action or redesign
  • Coordinating ongoing data collection and information analysis and uses knowledge of System Redesign principles to determine organizational performance and functioning of hospital systems
  • Using available data to determine current performance and developing and implementing local performance/project measures as needed to assess current status and determine areas targeted for improved flow/access
  • Completing a variety of administrative and reporting functions in support of the work of the Systems Redesign program
  • Completing administrative briefings and technical reports in a timely manner;
  • Developing and/or assisting with training, education, and orientation of new staff and providing instruction to others through formal classroom instruction and/or small group mentoring
  • Contributing human factors engineering expertise and perspective to patient and human work flow matters
  • Performing other duties as needed.

Work Schedule: Monday-Friday, 8:00AM - 4:30PM.

Qualifications
NOTE: We will not make assumptions regarding experience. Your resume must clearly support the experience required to be creditable.
Basic Requirement:
Degree (bachelor's or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics (b) strength of materials (stress-strain relationships) (c) fluid mechanics, hydraulics (d) thermodynamics (e) electrical fields & circuits (f) nature and properties of materials (relating particle and aggregate structure to properties) and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Education will not be credited without documentation.
OR
Combination of education and experience:
College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional Registration or Licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Appropriate documentation must be provided at the time of application. This will not be credited without documentation.

Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified Academic Courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described above in question number one (1). Copies of pertinent transcripts (unofficial or official) must be submitted with your application. Education will not be credited without documentation.

Related Curriculum -
Successful completion of curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Copies of pertinent transcripts (unofficial or official) must be submitted with your application. Education will not be credited without documentation.

In addition to meeting the Basic Requirement, you must also meet the following additional experience requirement at the GS-12 level.
EXPERIENCE:
Possess one (1) year of specialized experience equivalent to at least next lower grade level (GS-11) in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Specialized experience includes leading data analysis and organizational studies/projects related to management improvement and productivity; evaluation and analysis of data to improve systems; representing the department with a high degree of customer satisfaction; collaborating, to lead multidisciplinary projects, experience with committee management, including minutes and agenda, generating reports to guide executive management in decision making processes, and communicating with key stakeholders on projects.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, but occasionally involves walking, bending, climbing stairs. Active involvement in device or architecture design testing may mean longer periods of standing. The work also involves coping with complex, persistent demands from a variety of sources that can be regarded as a high-pressure work situation.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
