TheI&E Reliability Engineerprovides technical support for routine maintenance and leads reliability improvements for the refinery's instrumentation, analyzers, safety instrumented systems (SIS) and other stand-alone programmable controls. Additionally, this position supports maintenance and reliability of Refinery electrical infrastructure. This position requires a proven problem solver capable of managing multiple competing priorities within an equipment ownership role.
Responsibilities may include:
  • Participating and promoting all aspects of refinery safety programs.Visibly demonstrating commitment to the workplace safety and health of employees and contractors through personal engagement and sound decisions.
  • Providing routine maintenance engineering and troubleshooting support for instrumentation, analyzers, programmable controls and industrial electrical equipment.
    • The instrument asset base includes field measurement sensors, transmitters, analyzers, and control valves.
    • The electrical asset base includes all medium voltage power distribution systems, protective relays, motor control centers, motors, lighting, UPS, batteries, generators, and low voltage wiring systems.
  • Creating and evaluating preventive maintenance plans, procedures, and training programs.
  • Designing, recommending, and implementing new equipment solutions where justified.
  • Evaluating and recommending improvements to critical spares inventory and storage solutions.
  • Ensuring electrical design specifications, construction, and testing of electrical equipment are in compliance with electrical codes, regulations, standards, and company required engineering practices.
  • Ensuring single line drawings and electrical area classifications are up to date.
  • Participating in knowledge sharing with other sites within the company by serving as the site's core member in both the electrical and instrumentation networks.
  • Effectively communicating and engaging with other functional groups at all levels from craft persons and operators to refinery leadership.
  • Initiating and evaluating management of changes (MOC) as well as leading and assisting with incident investigations.

Required Qualifications:
  • Legally authorized to work in the job posting country.
  • Possess a valid Driver's License.
  • Bachelor's degree in engineering.
  • 2 or more years of experience in the oil and gas industry.
  • 5 or more years of experience in instrumentation engineering.
  • Proficient in MS Office.
  • Willing and able to perform and comply with the following:
    • Travel up to 5% of the time.
    • Work extended hours, which may include evenings, weekends and holidays.
    • Be on call 24/7/365.
    • Work safely near large, hot, high-speed machines.
    • Climb ladders and stairs up to 200 feet in height.
    • Transport articles up to 50 pounds.
    • Work around chemicals, including acids and bases.
    • Work around hydrocarbons under high pressure and heat.
    • Work outside in harsh weather conditions.
    • Wear fire retardant clothing and personal protective equipment (such as steel-toe shoes, ear and eye protection.).
    • Maintain your face daily so that a respirator/face mask can seal properly (some examples include being free of facial hair and/or clean shaven).
  • Must possess or be able to obtain a Transportation Worker Identification Credential (TWIC) card.

Preferred Qualifications:
  • Bachelor's degree in chemical, electrical or mechanical engineering.
  • 5 or more years of experience in the oil and gas industry.
  • Experience maintaining, troubleshooting, and implementing improvements to industrial field instrumentation.
  • Experience with the specifying and maintaining Continuous Emission Monitoring Systems (CEMS).
  • Comprehensive understanding of SIS functional safety and ANSI/ISA84 standards.
  • Certified as Functional Safety Practitioner (CFSP), or SIS Fundamentals Specialist (CSFS), or Functional Safety Engineer (CFSE).
  • Familiarity with Safety PLC programming.
  • Experience working with both instrumentation and electrical equipment.
  • Maintenance experience with medium voltage power distribution systems and utilization equipment.

The Ferndale Refineryis located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.

Compensation
The base pay range for this role is $123,500 - $ 152,250 depending on a candidate's relevant work experience and education.
