THE ORGANIZATION
The City of Big Bear Lake was incorporated as a
Charter City in 1980 and operates under the
Council-Manager form of government. All ive
Councilmembers are elected by-district for four-
year overlapping terms. The Mayor is chosen on an
annual basis amongst the ive Councilmembers.
The Council is responsible for selecting the City
Manager and that position oversees a full-time staff
of approximately 75 employees.
The City is located in Southern California and is a
popular tourist destination, nestled in the heart of
the San Bernardino National Forest at an elevation
of 6,752’. Visitors and residents enjoy the beautiful
alpine lake, mountain ski resorts and four seasons
of outdoor recreational opportunities. Big Bear
Lake is located approximately two hours from
major metropolitan cities, such as Los Angeles and
San Diego. The City’s year-round population is
approximately 5,100 residents, but the community
welcomes between 20,000 to 100,000 weekend
and holiday visitors depending upon the season
and special events schedule.
THE POSITION
The Human Resources Technician will assist with the City’s overall recruit-
ment process including preparing job announcements, answering public
inquiries, coordinating pre-employment background checks and physical
examinations. This position will also be responsible for conducting new
employee orientations; preparing Personnel Action Forms PAF related to
hiring, terminations, promotions, and other salary adjustments; maintain-
ing employee performance evaluation program; coordinating employee
training programs; and accurately applying the City’s Memorandum of
Understanding, Personnel Rules and Regulations, Administrative Instruc-
tions and other City policies. Additionally, the successful candidate will
assist with the City’s workers’ compensation and general liability
programs; coordinate the City’s Department of Transportation DOT drug
testing program; support employee engagement activities; and maintain a
wide variety of records, iles and logs related to departmental operations.
THE IDEAL CANDIDATE
The ideal candidate must have knowledge of the principles and practices of
HUMAN RESOURCES management and personnel policies and procedures
while performing complex support and technical work related to employee
bene its, recruitment, performance evaluations, personnel forms, record
keeping functions and claims processing. Additionally, this person should
understand state and federal regulations governing the employment of
personnel including FMLA/CFRA, MMBA, PERB, FEHA, Title VII, workers’
compensation regulations, Cal/OSHA, FMCSA, in addition to City policies,
rules, and regulations. A successful incumbent will also have the ability
maintain con identiality, prepare clear and concise correspondence, forms,
and other written materials with minimal direction and be able to organize,
prioritize and follow-up on work assignments.
QUALIFICATIONS
Experience: At least two 2 years of increasingly responsible clerical and technical
experience performing HUMAN RESOURCES related functions related to employee pay,
bene its, recruitment, onboarding, employee training, and engagement programs.
Experience in the public sector is highly desired.
Education: A high school diploma or equivalent is required, supplemented by
college level coursework or specialized training in HUMAN RESOURCES administration
and/or personnel/risk management is preferred.

Retirement: The City is a member of the San Bernardino County Employees’
Retirement Association SBCERA which is reciprocal with CalPERS. The City’s
retirement formula is 2% @ 55 with prior qualifying public service or effective January
1, 2013 the formula is 2.5% @ 67 for new participants.
