The Finance Department provides quality government financial services to the City of Oakland. As a Payroll Operations Technician (Human Resources Operations Technician) Exempt Limited Duration Employee, you will be an integral member of the Department of Finance Payroll Team and you will be key in executing day to day payroll/retirement processes, creating user documentation, and meeting key payroll/retirement deadlines.
We are looking for someone who is:
- Customer service oriented. You will support staff throughout the City of Oakland and work closely with City partners and vendors.
- A strong communicator. You will be conveying payroll/retirement information to employees; therefore, excellent and strong communication skills are crucial.
- Organized and detail oriented. Due to a large volume of work with overlapping deadlines, we are looking for someone who possesses strong organizational skills and an eye for details.
- Goal Oriented. You will be working on different projects all with a goal and deadline in mind.
- Able to work as part of team or independently. You will be expected to work on projects that require collaboration with many different team members in your unit and other departments that will require you to use sound judgment and work independently at times.
- Responsible and dependable. You will be supporting payroll and retirement for the whole City of Oakland and that will entail critical processes and deadlines.
What you will typically be responsible for:
- Performing employment and pay verifications.
- Researching, verifying, and processing payroll/retirement adjustments and changes for tax changes, compensatory time, leave without pay, deferred overtime, and related pay information.
- Processing tax changes, service credit requests, garnishment and wage attachments, workers' compensation, and state disability offsets.
- Receiving, verifying, and processing employee payroll deductions such as but not limited to union dues.
- Researching employee employment, payroll, and salary history.
- Canceling, correcting, and reissuing incorrect salary checks.
- Processing mail log daily.
- Assisting with special projects, such as but not limited to EDD audit requests, year-end tasks, generation of W-2, various reconciliations.

Minimum Qualifications

- Experience with Oracle E -business v.R12 payroll system.
- Experience with retroactive calculations.
- Municipal government and organization experience.
- Knowledge of payroll/retirement laws/regulations.
- Knowledge of effective document logging and filing.
- Experience creating user documentation and trainings.
- Knowledge of CalPERS.
