Job description

Summary Objective
The purpose of this position is to support operations in the Human Resources Department in the functional areas of recruitment, performance management, benefits, pay classification & compensation, payroll administration, training and development and various special projects.
This class works under general supervision, independently developing work methods and sequences. ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
  • Creates and maintains Human Resources files; maintains data integrity of the information in employee personnel files.
  • Reviews personnel actions form (PAF) i.e. new hires, status changes, terminations, transfers, resignations, retirements and salary adjustments for compliance with laws regulations, policies and procedures and compliance with union contracts.
  • Enters personnel actions in the Human Resources/Payroll database for all employees.
  • Interprets and applies collective bargaining agreements and Human Resources policies and procedures to the payroll function.
  • Interface with Finance regularly answering questions related to payroll processing.
  • Ensure compliance with compensation and pay plans.
  • May prepare or complete various forms, correspondence, surveys, analysis for the Human Resources function, including budgeting.
  • Keeps abreast of laws, policies and changes to union contracts relating to payroll, FLSA, overtime pay, and City benefits for various bargaining groups, ensuring compliance.
  • Onboards newly hired employees, initiates pre-employment background checks, and may screen employment candidates for qualifications and review by hiring managers.
  • Extends conditional and final offers of employment as well as transfers and promotions of internal staff.
  • Assists with various HR operational functions including responding to general inquiries.
  • Exercises confidentiality, independent judgement, and initiative.
  • Refers complex and unusual request to appropriate senior staff for resolution.
  • Works with direct supervisors/managers to coordinate post classroom training activities.
  • Coordinates internal and external course presenters.
  • Develops and implements tools to measure feedback and effectiveness of training.
  • Analyzes measurements for determining competencies and conducts reliability assessments.
  • Provides feedback and manages effectiveness of internal and external presenters.
  • Maintains accurate records of internal and external staff training, retaining original training documentation.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
  • Associate's Degree in Human Resources or related discipline.
  • Four (4) years of Human Resources, recruitment, payroll or related experience or an equivalent combination of education, training and experience.
  • Must possess and maintain a valid state driver's license with an acceptable driving history.
  • Prior work experience working in fast-paced, high-volume of paperwork environment in a large organization with a minimum of 200 employees required.
  • Experience requires attention to details, accuracy, promptness and the ability to handle multiple Human Resources duties.
  • Must be customer service oriented, a team-player and accustomed to helping HR counterparts when necessary to meet the various goals and deadlines of the department, which may (or may not), be directly related to day-to-day assignments.
PREFERRED QUALIFICATIONS:
  • SHRM-CP or PHR certification.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Knowledge in multiple areas of HR functions (full-cycle recruitment, payroll, benefits, leave administration, and/or training)
  • Knowledge of city, state, and federal laws and regulations related to personnel administrative policies and procedures.
  • Ability to read, comprehend, and apply varied policies and procedures.
  • Ability to develop and foster positive working relationships with employees at all levels.
  • Skilled in the principles and techniques of administrative support skills.
  • Ability to use professional judgement and discretion to make decisions.
  • Ability to be proactive and 'take charge' of assigned duties, and act independently when necessary .
  • Skilled in critical thinking to arrive at solutions and suggest improvements.
  • Skilled in dealing tactfully and professionally with customers.
  • Ability to develop and conduct training related to assigned areas.
  • Ability to understand, follow, and coordinate written and oral instructions.
  • Ability to clearly communicate information both verbally and in writing.
  • Ability to maintain the confidentiality of records and work products.
  • Ability to operate basic office equipment, e.g., computer, printer, copy machine, scanner, telephone system.
  • Ability to access, operate, and maintain various software applications.
  • Ability to read, update and maintain various records and files.
  • Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook, with proficiency in other database management software

PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

WORK ENVIRONMENT:
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

WORK HOURS
Monday - Friday 8am- 5pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)

Note: During emergency conditions, all City employees are automatically considered emergency service workers.
