ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the following: (Other duties may be assigned.)
- Develops and implements effective Human Resources and personnel policies and procedures that are compliant with Human Resources-related legal requirements and government reporting regulations. Ensures that policies, procedures, and reporting are updated as necessary to stay in compliance.
- Supervises and manages all Human Resources activities, including, but not limited to, payroll, timekeeping, compensation, salary administration, staffing, job evaluation/analysis, benefits administration, new hire orientation, exit interviews, performance evaluations, employee recognition and employee retention. Maintains a high level of confidentiality.
- Oversees the posting, recruitment and hiring processes for open positions within the court.
- Designs, implements and maintains programs that meet the job-related training and development needs for Judges and Court employees on a timely, ongoing basis.
- Plans for and forecasts the Court's short and long-term Human Resources and personnel needs, including future staffing and funding levels required to support Court operations and planned projects.
- Manages the Court's Discipline, Corrective Action, and Dispute Resolution procedures, conducting investigations, making recommendations and representing the court at personnel-related hearings. Acts as the EEO Representative of the Court.
- Works on a continuing basis with the City of Cleveland Department of Personnel & Human Resources, and with other executive branch departments as necessary to conduct the Court's Human Resources and personnel-related business.
- Coordinates and partners with Finance Director to ensure that all work within the Court's finance, Human Resources and administrative functional areas are completed in an effective and timely manner, providing overflow assistance outside Human Resources functional area as needed.
- Supervises and manages Administrative Services employees that perform Human Resources-related work. Assists in training, development, recognition and retention of direct reports.
- Provide quality service that continuously improves, that meets or exceeds public expectations, and that ensures all are treated with courtesy, dignity, and respect.
SUPERVISORY RESPONSIBILITIES
The Human Resources & Personnel Director will supervise and direct the work of employees that perform the Court's human resource functions. KNOWLEDGE, QUALIFICATIONS, SKILLS and ABILITIES

- Three to five years of relevant work experience required.
- Good written and verbal communication skills.
- High level of proficiency in computer applications, including Microsoft Office programs and human resource systems such as PeopleSoft, ADP, and KRONOS.
- Ability to motivate and influence people.
- Ability to organize and prioritize duties.
- Ability to accept responsibility for the effective planning, direction, and control of an activity.
Bachelor's Degree in Human Resources, Personnel Management or related discipline. Masters and/or Law Degree preferred. Three to five years of relevant work experience required.
