SUMMARY

 

Arcticom, a subsidiary of Bering Straits Native Corporation is currently seeking a Human Resources Onboarding/Program Assistant III (PA) to support Department of State.   

 

 The successful candidate for the PA role will be involved in extensive contact with the public, often under time constraints and in challenging situations.  The PA is often a student intern's first personal contact with the Department of State.  Excellent interpersonal and managerial skills are essential. 

 

Working either individually or as a member of a team, the Program Assistant provides onboarding support for State Department HR group.  The PA also provides administrative support to the hiring and onboarding process, including processing of forms related to employment and entering data into an automated personnel system.  The Program Assistant maintains the process flow with candidates and internal staff during the staff acquisition process.

 

Responsibilities

ESSENTIAL DUTIES & RESPONSIBILITIES

 

  • Initiate and update candidate records
  • Follow-up on applications that lack required documents
  • Provide guidance to candidates on specifics of their candidacy
  • Provide timely guidance to internal stakeholders on candidate files, priorities, and equities.
  • Within established service standards, provide timely responses to candidates email and telephone inquiries regarding candidacies
  • Prepare various hiring/onboarding reports as needed
  • In coordination with the team's supervisor, prepare draft guidance on priorities for Division and Office leadership
  • Prepare memos and review/submit employment documents to Payroll
  • Initiate new hires into the various databases
  • Initiate new hire personnel actions
  • Prepare and forward request for personal data information on transferring employees from other federal agencies
  • Receive and assemble new candidate files
  • Liaise with Records Management for retrieving and retiring closed candidate files
  • Liaise with Diplomatic Security (DS) representatives for processing of candidates
  • Prepare informational packets for new employees
  • Prepare and submit the request for personal ID badges
  • Initiate and process State Department ID badges using the DS badging equipment
  • Maintain data used for statistical purposes
  • Initiate service computation dates updates
  • Brief Division leadership, team lead or HR Specialist on the status of daily work assignments
  • Assist HR Specialist with special projects as needed
  • Prepare and send out employment offers to candidates
  • Prepare and track customer service survey data
  • Perform other ancillary duties as needed/assigned
  • Provide in-office support as needed candidates as needed (i.e., escorting, scanning documents, etc)

Knowledge, Skills, Abilities, and Other Characteristics

This candidate will comply with all appropriate controls and procedures to protect organizational integrity and prevent unauthorized use of all sensitive but unclassified material and equipment in assigned areas:

  • High School diploma or equivalent
  • Excellent written and verbal communication skills
  • Excellent interpersonal skills
  • Excellent time management skills; ability to prioritize
  • Willingness to learn and motivated to take on additional projects and solve problems
  • Self-directed and able to work without supervision
  • Highly organized multi-tasker who works well in a fast-paced environment
  • Proficient computer skills, including Microsoft Office Suite (Word, PowerPoint, and Excel); scheduling appointments/updating calendars a must
  • General knowledge of the State Department environment

Required:

Current Secret Clearance

Fully Conversant in word processing and spreadsheet software.  (Instruction will be provided for any propriety software that the PA uses)

Preferred:

  • Bachelor's Degree
  • State Department experience

NECESSARY PHYSICAL REQUIREMENTS

Essential and marginal functions may require maintaining the physical condition necessary for bending, stooping, sitting, walking, or standing for prolonged periods of time; most of the time is spent sitting in a comfortable position with frequent opportunities to move about.

COVID VACCINATION REQUIREMENTS

  • This position is subject to federal or company requirements regarding COVID-19 vaccination or regular testing.  Details to be provided by the hiring manager.  Employees are expected to comply with all current and future federal and company requirements.

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS

  • This position is not subject to federal requirements regarding the Department of Transportation's "safety-sensitive" functions.  

WORK ENVIRONMENT

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES

  • No supervisory responsibilities.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, you will be required to pass a pre-employment drug screening and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate clearance levels required and be able to obtain access to military installations.
