Human Resources Manager
Responsible for the overall efficient operation of the Human Resources Department. Work closely with management and employees to assure prompt and consistent handling of employee issues while keeping in accordance with the values and goals of IEC Services. Administer policies/procedures relating to all phases of Human Resources activities. Responsible for training needs assessment, development, and measurement to achieve business and Human Resources objectives.

Tasks & Responsibilities:
Staffing Management
- Develop and Maintain Recruiting Resources to Support Business Objectives
- Manage the Interview and Onboarding Process
- Pre-Employment Screening, Testing and Background Checks
- Develop and Presentation of New Employee Onboarding and Orientation
- Benchmarking salaries through wage surveys and labor market studies
- Exit Interviews
Benefits Management
- Medical, Dental, Vision, Life, Disability, and Supplemental Plan Insurance

- Contact for Employee Claim Concerns or Questions
- Insurance Review and Open Enrollment
- Maintain an Active Working Relationship with all Benefit and Workers Compensation Insurance Vendors

Labor Relations
- Work with Management to Address Employee Performance Issues, Disciplinary Measures and Performance Improvement Plans
- Documentation of Activities Prior to Termination
- Prepare Employee Termination Notices and Related Documentation
- Prepare Required Government Personnel and Payroll Reports to Required Agencies (EDD, DOL, EEOC)
- Interact with Employment Regulatory Agencies Regarding Terminations and Employee Complaints
- Respond to Non-Work-Related Disability and Unemployment Claims
- Leave of Absence Case Management
Compliance Management
- Wage and Hour Laws (Federal and State)
- EEOC, DFEH, DOL, HIPAA, FMLA/CFRA, ACA
Organizational and Employee Development
- Plan, Coordinate and Develop Training Programs and Meetings to Meet Current and Future Job Demands
- Job Description and Job Posting Development and Revisions
- Performance Review Processes
- Company-Wide Communication of Policies and Procedures
- Employee Handbook Revisions for Regulatory Compliance and Improvement
- Maintain Current and Historical Confidential Personnel Files and Records
Employee Relations
- Contact for Persons Registering Informal and Formal Company Complaints
- Promotes a Harassment-free Environment.
- Promotes and Builds a Diverse Workforce and Educates Others on the Value of Diversity
- Respond to Verifications of Current and Former Employment within Company Policy
- Process Semi-Annual Employee Surveys, Distribution and Reporting of Results
- Local and out of Area Community Involvement with Participation in Community Events, Job Fairs and Company Sponsored Events
Safety and Security
- Mitigate Risks Arising from the Work Environment by Working Closely with Management
- Document all Workers Compensation Claims and Report in a Timely Manner
- Work Closely with Workers Compensation Provider and Injured Employee to Manage Cases
- OSHA Reporting and Compliance
- Participate in Captive Insurance Program Training
- Member of the Safety Committee
Payroll
- Record Master File Changes in HRIS System
- Manage Positions, Jobs and Profiles within HRIS System
- Manage Timekeeping System for Import to Payroll
- Garnishment and Tax Levy Response and Processing
- Process Semi-Monthly Payroll
- Process General Ledger Download to Accounting System
- Ensure proper distribution of payroll checks
Management Representation
- Department Representation in Management, Strategic Planning and Focus Groups Meetings
- Represents Organization at Personnel-Related Hearings and Investigations.
Skills:
Previous management experience in Human Resources and payroll/benefit administration preferred. Proficient in Windows Operating systems, Excel spreadsheet software and word processing. Payroll accounting software computer experience.
- Excellent understanding of Human Resource terminology and practices.
- Proficient technical skills related to Human Resources and software.
- Excellent oral and written communication skills, both with co-workers and over the telephone with outside and company personnel.
- Ability to learn new concepts, organized, attentive to detail and ability to multitask.
- Ability to work with minimal supervision, able to work with and through others to accomplish tasks.
- Displays a willingness to make decisions in a timely manner and communicate those decisions to management.
- Prioritizes and plans work activities.
- Ability to represent HR area of responsibility in meetings.
Education:
- Bachelor’s degree (B. A.) from four-year college or university; or three to five years of related experience and/or training; or equivalent combination of education and experience.
- National Human Resource Certification is a plus.
Job Type: Full-time
Pay: $70,000.00 - $95,000.00 per year
