ICMA is currently recruiting for an HR Generalist to join the People, Culture, and Capabilities Team. The ideal candidate will support complex and varied Human Resources functions, including but not limited to talent acquisition, domestic and international employment, employee onboarding, benefits administration, wage and salary administration, performance management, training and development, and employee engagement activities. The HR Generalist interfaces with all levels of staff. Building and maintaining relationships with key internal and external stakeholders is a must. Strong knowledge of general HR laws, regulations, and best practices is required. Prior experience simultaneously supporting multiple facets of HR is highly desired.
The HR Generalist reports to the HR Operations Manager.
What you'll do:
- Provides high quality operational support to HR team on both cyclical and adhoc HR processes, including HR initiatives, project management, and policy interpretation
- Serves as HR liaison for ICMA staff, domestically and internationally
- Answers frequently asked questions from domestic and international employees regarding standard policies, benefits, hiring processes, etc.; refers more complex questions to appropriate senior-level HR staff or management
- Provides customer service, administrative, tactical, and systems transactional support for a wide range of personnel actions and processes
- Supports the recruiting process by conducting candidate searches, screening resumes, gathering, verifying, and processing new hire paperwork and coordinating candidate screenings (background check, SAM Exclusion Screening, etc.)
- Coordinates the new hire onboarding/orientation process and employee recognition programs for domestic and international staff
- Supports HR staff in the annual performance review process, compensation and benefits administration, and compliance reporting
- Plays an active role in employee benefits education and communication across the organization, including delivering and assisting with digital and print material, on-line presentations, and data input
- Assists in documentation of HR processes; proactively suggests process improvements; maintains and updates process documents to ensure accuracy and efficiency
- Manages HRIS and updates information in a timely and accurate manner
- Communicates with candidates and staff in a professional and timely manner; ensures service delivery standards are consistently met or exceeded; ensures requests are tracked appropriately to completion
- Works with management to assess cross-cultural inclusion programs, to establish best practices, and identify opportunities to remove barriers that affect staff retention and advancement
- Supports diversity and cross-cultural efforts, collaborates with management on international initiatives and programs.
- Understands and increases organizational awareness of cultural expectations, sensitivities and norms
- Supports HR staff with sourcing, hiring, and implementing required international employee training
- Maintains compliance with federal, state, local, and international employment laws and regulations, and recommended best practices; reviews and recommends changes to policies and practices to maintain compliance.
- Serves as a committee member on employee resource groups
What you need to be successful in this role:
- Bachelor's degree in human resource management, public administration, business administration or related discipline
- Three to five years of Human Resources experience
Preferred Qualifications:
- Fluency in English and another language
- SHRM or PSHRA certification
Knowledge, Skills, and Abilities (KSAs)
- Excellent planning, organizational abilities, verbal and written communication skills, strong attention to detail
- Strong working knowledge of Human Resource Information Systems (HRIS)
- Ability to anticipate needs, think critically, and offer solutions to problems with a high level of professionalism and confidentiality
- Ability to multitask and prioritize competing requirements; detailed-oriented
- Ability to maintain a very high degree of confidentiality and exercise good judgment for sensitive information
- Excellent interpersonal effectiveness to work collaboratively with diverse groups and all levels of employees as well as external contacts
- Ability to thrive in a fast-paced environment; ability to prioritize and manage multiple projects simultaneously and follow through on issues in a timely manner
- Excellent verbal and written communication skills
- Ability to be agile, remain calm in crisis, and have great instincts about how to pivot quickly when needed
- Ability to establish and maintain effective working relationships with management, coworkers, and customers.
- Advanced computer proficiency and knowledge of MS Office including Word, Excel, PowerPoint, and Outlook

This position is based out of ICMA's headquarters, located in Washington, D.C. At this time, all ICMA staff are working remotely. The selected individual must be able to work the core business hours from 8:30 am to 5:00 pm EST. Our office will remain operational and accessible for staff to use on a voluntary basis.
A high-speed Internet connection is required. Personnel will provide the Internet service at their own expense. The internet connection must be of sufficient bandwidth to allow the team member to efficiently perform their regular job functions.
