The Opportunity
The Human Resources (HR) Department is recruiting for two (2) experienced and innovative administrators to individually oversee a division of Human Resources.Both positions will lead a specialized team of professional, technical, and support staff and report to an HR Assistant Director.

Opportunities are available in the following two focus areas:

Recruitment:
The Recruitment team supports County departments by providing innovative services and solutions to attract quality candidates to fill positions in a variety of career/occupational fields for all County departments. Staff work closely with hiring departments to develop job requirements, recruitment/sourcing strategies, and examination instruments, and process in excess of 100,000 job applications annually.

Employee Management and Compensation System (EMACS):
The EMACS team supports two functions within the County: the implementation programming of new pay strategies driven by bargaining agreements, to include enhancements/maintenance of the system and the data entry of payroll transactions as it pertains to new hires, promotions, position control and other personnel changes that impact wages and benefits.

The essential functions of this classification include:
  • Managing and directing the overall activities of the division and a large professional and technical staff including supervisors, professional/technical, human resource analysts and technicians, and clerical staff.
  • Analyzing existing and proposed laws, legislation, codes, rules and ordinances, and developing policies and practices to meet local needs and comply with regulatory mandates.
  • Developing and monitoring the division budget and coordinating activities with other Human Resources divisions, and with departments and groups within the County.

Education: A bachelor's degree in Human Resources management, industrial relations, organizational psychology, public or business administration, or another job relevant field.
Experience: Three (3) years of advanced professional Human Resources experience administering or managing Human Resources programs (e.g., employee benefits, employment, employee/labor relations, classification, EEO, etc.). This experience must have included supervisory responsibility for subordinate staff.
Substitution: An additional two (2) years of qualifying experience may substitute for the supervisory responsibility.

Applicants with an acceptable combination of relevant education and qualifying experience in a Human Resources environment that provides the required knowledge and abilities may be considered.
The successful candidate will be a well-rounded Human Resources professional with progressively responsible experience that includes supervision of professional Human Resources staff in the noted specialized areas: Recruitment OR Human Capital Management Systems. Combination of experience in both private and public sector settings.
