Job description

This position is located in the Government of the District of Columbia, Office of the Attorney General (OAG). The Office of the Attorney General is the Chief legal office of the District of Columbia. OAG enforces the laws of the District, defends and provides legal advice to the District’s government agencies, and protects the interests of the District’s residents.

The position description depicts generalized duties and responsibilities required of a position with the primary responsibility to provide substantive and specialized support to the agency by carrying out functions related to personnel issues, policies, and procedures.

Duties and Responsibilities

  • Performs a variety of duties for the Human Resources Section within OAG, which includes, but is not limited to, researching, and analyzing materials for inclusion in reports, in preparation for meetings and other special events under the supervision of the Human Resources Section Manager.
  • Supports actions related to position management, to include work with the formatting of position descriptions as well as the set up and maintenance of requisitions and recruitments through to the onboarding process.
  • Maintains effective control over the status and whereabouts of personnel matters submitted through proper channels for various stages of approval in a timely manner for final processing.
  • With a moderate level of instruction, and selecting from available information, ensures that requests for personnel matters are tracked appropriately to include aiding with the maintenance of various HR reports and job aids.
  • Researches, compiles, and organizes information and data to prepare periodic statistics and recurring personnel matters status reports for the use of the HR Section Manager.
  • Administers a variety of material in connection with the approval of personnel actions, routine replies to inquiries, and administrative matters managed by the HR Section.
  • Partners with Senior Management Liaison Specialist on implementing new or revised policies and procedures designed to improve the effectiveness of the manner in which HR services are provided to the agency.
  • Continuously researches pertinent personnel administration rules, regulations and procedures.
  • (District and Federal), disseminating information on new or revised administrative policies to other members of the team and the HR Section Managers. Supports efforts related to the administration of personnel matters originating within the office, ensuring that they are in compliance with established guidelines.
  • Leads efforts related the ongoing administration of the Records Management Room to include ensuring that employee files are complete and that they and any other personnel related files and supplies are labeled correctly and filed away in appropriate areas. Ensures that confidentially held information is secured at all times, and accessible in cases of audit or as requested.
  • Performs other related duties as assigned.

Qualifications and Education

Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

PAY PLAN, SERIES, AND GRADE: CS-203-09

TYPE OF APPOINTMENT: Career Service – Regular

AREA OF CONSIDERATION: Open to the public

COLLECTIVE BARGAINING UNIT: This position is not in a collective bargaining unit.

REMOTE WORK STATUS: A hybrid remote telework/in-office schedule option is available.

GENERAL SUITABILITY SCREENING: The selected candidate will be subject to a background investigation including reference checks.

PRIORITY CONSIDERATION: Displaced Employee Priority Placement: Candidates who are eligible for the District of Columbia’s Displaced Employee Program (DEP) and Agency Reemployment Priority Placement Program (ARPP) will be given priority consideration for this position if found qualified.

EMPLOYMENT BENEFITS: Selectee will be eligible for health and life insurance, annual (vacation), and sick leave and will be covered under the District of Columbia government’s retirement plan. However, if the selectee was previously employed in the District of Columbia’s government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon re-employment.

RESIDENCY PREFERENCE: A person applying for a position in the Career Service, Education Service, Management Supervisory Service, an attorney position in the Legal Service (series 905) other than in the Senior Executive Attorney Service (SEAS), or an attorney in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District residents’ applications, unless the person declines the preference points. If selected, the person shall be required to present proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.

DRUG-FREE WORKPLACE: Pursuant to the requirements of the Drug-Free Workplace Act of 1998, the individual selected to fill this position will, as a condition of employment, be required to notify his/her immediate supervisor, in writing, not later than five (5) days after the conviction of or a plea of guilty to a violation of any criminal drug statute occurring in the workplace.
