Human Resource Manager | Health Services
(WMS Band 02)
Full Time | Permanent
Salary Range: $101,232 Annually
This is a telework/hybrid role. The candidate of choice must be able to travel to various DOC facilities.
At the Washington State Department of Corrections, we value our staff as our greatest asset. Within each facility, Human Resource (HR) Managers are the backbone of each HR office. We are searching for a strategic-minded HR Manager who will lead, mentor and provide expert level guidance to various teams within the Health Services team!
As a mid-level manager, you will support the Health Services HR team by ensuring professional services are provided to appointing authorities, leaders, and managers in areas of organizational growth, planning and development, employee development, and risk identification and reduction. This will ensure that the Department of Corrections (DOC) is able to successfully carry out its mission to improve public safety by positively changing lives.
The HR Manager is responsible for the administration of multiple comprehensive employee programs and for promoting effective HR management by ensuring HR consultants provide information, consultation, customer service, and support to employees, management and executives. We are searching for someone who has a passion for public service and is excited to develop, coach, guide, and supervise professional and paraprofessional level Consultants. Duties

As a Human Resource Manager, some of the tasks you will enjoy performing include:
  • Ensuring comprehensive professional level administration of multiple, complex HR programs in accordance with Agency policy, WACs, CBA, and laws that influence key business decision and include, but are not limited to, classification and compensation, recruitment, screening and selection, employee relations, labor relations, leave programs and corrective/disciplinary actions to include:
    1. Ensures appointing authorities, executive staff and key leaders are provided with comprehensive and sound direction in the application of Agency policy/procedure, collective bargaining agreements and state/federal Human Resource law
    2. Managing and supervising professional level staff
    3. Developing program standards and delivery methods to train and support managers, staff, supervisors and HR consultants
  • Managing varied and diverse programs and staff to ensure the local area HR outcomes are comprehensive, complete, accurate, and timely and customer service-focused to include:
    1. Developing, establishing and implementing results-based performance expectations, setting priorities, and conducting timely, meaningful performance evaluations of the HR staff
    2. Ensuring direct report professional staff provide the same for staff directly reporting to them by mentoring and consulting with them on supervisory concerns or challenges they may encounter
    3. Taking appropriate corrective action and recommends the initiation of an investigation or disciplinary action as necessary
  • Participates on teams, committees and task groups and ensures the involvement of HR staff members and increased visibility of program activity through:
    1. Increasing Human Resources visibility in the work units to include providing Informal Employee Sessions and meeting with staff at their work sites Volunteers for, or participates as assigned, on HR-related workgroups
  • Presents Professional level training and participates in HR-related training, staying current and knowledgeable regarding employment laws and regulations, case law, Washington Administrative Codes Chapter 357, DOC policies, arbitration decisions, and union agreements
    1. Developing and administering HR-related training
    2. Training large and small groups of managers, staff, and supervisors regarding HR related topics and procedures such as: performance evaluations, Collective Bargaining Agreement (CBA), and fulfilling your supervisory role. Complex and sensitive employee issues, labor relations, leave, candidate selection, just cause discipline, hours of work, drug and alcohol free workplace
  • Promotes the recruitment and retention of a diverse, skilled, and motivated workforce
  • Responds to requests for information/service. Represents the Agency in appeals, grievances, or other similar meetings
  • Provides local labor relations leadership and assistance

Qualifications
What we need (required qualifications):
  • High school diploma or equivalent
  • At least three years of professional - level Human Resources experience, which included experience in at least three of the following:
    1. Administering classification and compensation
    2. Recruitment, screening, and selection
    3. Interpretation of rules and regulations
    4. Employee and labor relations
    5. Corrective and disciplinary action
  • At least one year of experience supervising HR staff. Experience may be gained concurrently with professional HR experience.

What will make your application stand out (preferred qualifications):
  • Bachelor's degree, preferably in Human Resources Management, Business or Public Administration, social sciences, or related field, from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA)
  • PHR, SPHR, SHRM-CP, SHRM-SCP or IMPA-HR certification
  • Extensive working knowledge of all aspects of HR and professional trends
  • Ability to provide consultation and direction on most complex issues and questions, especially in the areas of employee discipline, employee relations, classification, compensation, recruitment, screening, and selection.
  • Knowledge of state and federal employment and labor laws and relevant court decisions impacting employers.
  • Ability to analyze information, define problems or objectives, formulate logical and objective conclusions, recognize alternatives, and make recommendations.
  • Excellent communication skills and ability to work effectively with both employees and managers at all levels of the organization
  • Able to convey a positive and professional image to employees and external contacts
  • Strong influence, change management, and relationship building skills
  • Ability to use technology and computer systems to improve efficiency, accuracy, and quality of work
  • Ability to coach and mentor others
  • Ability to work in a fast-paced and changing environment and successfully manage a busy workload with multiple shifting priorities

Telework Details
This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a "drop in" area available, however, a dedicated workspace within a DOC facility will not be provided.
