What You Will Be Doing:

Under general supervision, responsible for overseeing and administering employee health, welfare and retirement benefits, HPSJ’s wellness and safety programs, and compliance activities consistent with business initiatives, strategic goals and HPSJ’s Human Resources philosophy, and internal and external requirements. Work is varied and moderately complex and requires a moderate degree of discretion and independent judgment.

Essential Functions:

  • Researches and recommends additions and changes to benefits, insurance coverages and programs based on best practices, legal requirements, and other standards.
  • Identifies opportunities for education, interventions and programs based on enrollment, claims and other data, and through collaboration with HR team members.
  • Leads coverage renewals, quarterly review sessions, benefit updates and other initiatives using project management techniques as appropriate.
  • Administers and assists employees with transactional benefit processes, including but not limited to enrollments, disenrollments, reconciliation and COBRA.
  • Develops and implements internal and external communications regarding benefits, insurance coverage and programs that keep internal and external stakeholders informed.
  • Develops and delivers routine and ad-hoc training to enhance understanding of HPSJ’s benefit offerings.
  • Manages vendor relationships, including developing and maintaining contracts and service agreements, and ensuring compliance.
  • Monitors legal and regulatory developments; recommends changes to policies, procedures and practices.
  • Reviews and responds to document requests and other deliverables, including but not limited to those related to company-wide audits, information requests, business initiatives.
  • Conducts routine and ad hoc audits for compliance with internal and external policies, procedures and other requirements; reports on findings; collaborates with stakeholders on corrective actions plans and monitors.
  • Ensures that data and information is captured, recorded, stored and reported in an accurate and timely manner.
  • Develops and distributes procedures; implements effective and efficient processes in collaboration with other departments; assists in the development of policies.
  • Compiles, develops, and produces internal and external reports.

What You Bring:

Knowledge, Skills, Abilities and Competencies

Required

  • In-depth knowledge of principles and practices of human resources administration.
  • In-depth knowledge of human resources systems, processes and reporting best practices in the areas of benefits and compliance.
  • In-depth knowledge of federal and California regulations and requirements governing benefit and retirement plans, including ACA.
  • In-depth knowledge of benefit types and coverage, including plan designs, benefit levels and eligibility.
  • Knowledge of knowledge of safety administration practices and procedures, including ergonomics and IIPP development and implementation.

What You Have:

Education and Experience

Required

  • Bachelor’s Degree in business or related field; and
  • At least four years in a corporate human resources function, which includes at least two years administering benefits, safety, compliance or risk management; or
  • Equivalent combination of education and experience.

Preferred

  • Experience in human resources in healthcare.
  • Experience in human resources in a unionized employment environment.

Licenses, Certifications

Required

  • Valid California driver license and reliable transportation or, the ability to obtain transportation on demand in the counties served by HPSJ if prohibited from getting a driver license due to a medically documented disability.

Preferred

  • PHR, SPHR or SHRM-CP certification.
