Definition & Essential Functions
The salary range indicated is the minimum and maximum for the position. Appointment can be made above the minimum depending upon qualifications but, is anticipated to be between the minimum and mid-range and no offer will be made beyond mid-range.
Under direction, performs a variety of advanced professional administrative duties that require exercising discretion and independent judgement of human resources, payroll and benefits matters.
FLSA status: Exempt.

Tasks
Provides administrative support and assistance to the CHRO in the following areas: employee relations, recruitment, classification, compensation, payroll, equal employment opportunity and affirmative action programs, employment and labor law compliance, policy administration, city-wide organizational development, employee benefit administration, recognition programs, new employee orientation & exit interviews, and performance management.
Processes, reviews, reconciles and audits all payroll in compliance with FLSA regulations and governmental guidelines; prepares and reports bi-weekly and quarterly FICA, Medicare, federal, and state withholdings; processes bi-weekly retirement reports/payments; participates in annual payroll audit to ensure adherence to the City's policies; processes yearly W-2s and 1099 SSA reporting; assists in research and remains current on federal and state payroll tax law changes, retirement, benefits, wage assignments and other applicable laws and regulations affecting payroll.
Processes new employees: enters them into the HRIS system, explains required tax forms, benefits, and miscellaneous deductions; processes, records, tracks, audits and assists employees with FMLA, Workers Compensation, Short Term Disability and Long Term Disability; tracks and reports on part time employee hours for ACA compliance and ASRS/PSPRS 20/20 rule compliance; responsible for ASRS reporting for new hires, enrollment, ending employment verification and return to work; responsible for employee terminations in the HRIS system and all out processing procedures as they relate to payroll and benefits; reconciles invoices and processes payments for related benefits and miscellaneous deductions; assists employees with benefit questions and problems.
Analyzes and monitors benefit programs for compliance with contracts and plan document provisions; analyzes financial data and other aspects of benefit plans and proposals to monitor operational efficiency and recommends alternatives; manages benefit program implementation; acts as liaison between City staff and benefit vendors.
Identifies, studies, and recommends solutions to human resources organizational, policy, and/or program problems; develops, recommends, and implements new policies and procedures regarding all areas of human resources management. Responsibilities include research, policy analysis, financial analysis, budgeting, report writing, and communications.
Conducts compensation, classification, and market surveys; analyzes data to determine the City's market position; prepares and presents written reports with findings and recommendations; analyzes workforce data for internal equity and external market competitiveness; conducts job classification audits to establish equitable and appropriate titles, salary ranges, and pay rates; facilitates and implements changes to classification plan; prepares or revises job specifications. Prepares annual city-wide personnel budget.
Evaluates external and internal employment processes; develops recruitment strategies; researches selections tools; works with department hiring authority; reviews interview questions; participates in interview and selection committees; ensures personnel policies, procedures, and laws are adhered to; responds to questions regarding hiring decisions.
Interprets, explains, and counsels City staff on a variety of personnel management topics:
classification, compensation, benefits, recruitment, employee relations, training, and organizational development.
Monitors HR on-call phone for after hour's emergencies such as after-hours requiring drug and alcohol testing.
Responsible for special projects as assigned; conducts surveys, impact studies, utilization reviews, and trend analyses; drafts new/revised ordinances and resolutions; provide staff training/development and briefings needed to implement programs; may prepare various RFP's, RFQ's or contracts; may attend Employee Council meetings as Human Resources representative; researches and develops implementation strategies to achieve appropriate compliance of state and federal laws and regulations.

Public sector personnel administration principles and practices, especially the areas of compensation, classification, training, employee relations, recruitment, and selection.
Employee and retiree benefit programs including insurance, deferred compensation, and state sponsored retirement systems.
Skill in:
Payroll processing, payroll laws, and record keeping.
Analyzing and recommending improvement in operations, services, procedures, policies, and methods.
Performing administrative work requiring the use of independent judgment and personal initiative.
Researching, analyzing, interpreting, summarizing, and communicating administrative and technical information and data in comprehensive written and oral reports.
Planning, organizing, and coordinating activities, resources, and materials associated with a comprehensive city-wide training program.
Establishing and maintaining effective working relationships with City staff, outside agencies, and the public.
Operating office equipment, including complex computer software and hardware related to assigned programs.
Qualifications
Management Analyst I:
Bachelor's degree* in Human Resources, Accounting, Finance, Business Management or related field and three (3) years recent experience processing payroll, advanced Human Resources experience or equivalent required.
Arizona driver's license.
Public sector Human Resource experience is preferred.
Certification as a Certified Professional IPMA-CP) from the International Public Management Association for Human Resources is highly desirable.
Certification as a Professional (PHR) or Senior Professional (SPHR) in Human Resources from the Human Resource Certification Institute (HRCI) or SHRM-CP or SHRM-SCP from the Society for Human Resource Management (SHRM) is highly desirable.
Management Analyst II:
Master's degree* and three (3) years advanced-level professional Human Resources experience; public sector preferred.
*Degree must be from an institution accredited as recognized by the U.S Department of Education as indicated in the Database of Accredited Postsecondary Institutions and Programs.

Retirement City of Sierra Vista participates in the Arizona State Retirement System (ASRS); a defined benefit plan. Mandatory employee contribution rate is currently 12.41%.
Police and Fire personnel participate in the Public Safety Personnel Retirement System (PSPRS). Mandatory employee contribution rate range is currently 7.65% - 11.65% depending on eligible tier with PSPRS.
All employees are eligible to participate in a voluntary deferred compensation plan.
Vacation Employees earn twelve vacation days per year, available for use after six months, with increases to accrual rates in five-year service increments.
Additional Time Off/Sick Leave Employees earn twelve paid sick days per year for use after one month.
Holidays Employees are provided twelve paid holidays per year.
