Hour Per Week: 40 Status: Position Open Until Filled Details: $22.96 - $30.86 hourly.

Apply Now Job Purpose and Objectives The Human Resources Generalist performs duties at the professional level in some or all of the following functional areas: employee relations, training, employment, employment equity program, benefits management, and payroll functions. This position requires an extremely perceptive person who can relate to individuals at all levels within the organization.

The generalist must be sensitive to County needs, employee goodwill and business needs. Job Competencies Conduct regular audits and reconciliation of payroll records to double check accuracy of the payroll clerk and ensure all county and regulatory authorities' policies and procedures are being followed. a.

Audit for accuracy; employee separations biweekly prior to payroll closing. b. Audit for accuracy; employee new hires biweekly prior to payroll closing.

c. Audit for accuracy; employee salary/benefits changes prior to payroll closing. d.

Audit for accuracy; all other employee payroll records on a quarterly basis at minimum. Monitors employee eligibility for benefits plans. Responsible for the administration of KPERS benefits which requires continual education relating to changes of the program.

a.Schedule regular KPERS group/individual informational meetings for all interested employees. b. Provide educational material for circulation via email, paper, or in the newsletter.

Reviews benefits with employees and processes enrollment, cancellation, or changes. Organizes and manages annual open enrollment communications and election process. a.

Maintain and distributes list of new and cancelled employees under each benefit plan. Verifies benefit billing accuracy and processes for payment. Performs benefits administration, including claims resolution, change reporting, approving invoices for payments and communication of benefits information to employees.

Ensures compliance with USCIS Form I-9 Employment Eligibility Verification; periodically audits Forms I-9. Assists in developing and facilitating HR training programs and training material. Assists in the development and implementation of personnel policies and procedures including the employee handbook.

Administer Employee Separation Process including benefits changes, final paycheck processing and exit interviews. Assist in reviewing employee personnel records to ensure legality of content. Conduct employee orientation and setting up new hires in HRIS system.

Assists in monitoring employee performance evaluations for legality and risk. Administers COBRA notifications as required for group health plans. Administers Leave of Absences including all aspects of FMLA.

Maintains HRIS records and compiles reports from databases as needed. Participates in developing department goals, objectives, and systems. Assists in covering duties of Administrative Associate in their absence.

Represents the department with the Board of Commissioners, related agencies, and the public as necessary. Protects and maintains any confidential information, whether oral, written, or electronic. Operates all job-related equipment, machinery, tools and other aids as required or needed.

Position Requirements and Qualifications Skills / Knowledge / Abilities - Knowledge of HR laws, Federal, State and Local government regulations. Above average skills with MS Office Products. Ability to adapt to the HRIS system.

Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, payroll, and personnel information systems. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, and coordination of people and resources. Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

Motivating, developing, and directing people as they work, identifying the best people for the job. Being aware of others' reactions and understanding why they react as they do. Talking to others to convey information effectively.

Adjusting actions in relation to others' actions. Job requires being honest and ethical and maintain confidentiality. Job requires accepting criticism and dealing calmly and effectively with high stress situations.

Must be able to prioritize workloads. Job requires a willingness to lead, take charge, and offer opinions and direction. Job requires a willingness to take on responsibilities and challenges.

Job requires being reliable, responsible, and dependable, and fulfilling obligations. Position Requirements - Bachelor's degree with a minimum of three years of HR Experience related to the essential duties of the position. Experience in working in the Public Sector is preferred.

Local travel to various worksites may be necessary. Offsite/out of town training including over-night stays may be required.
