The Construction Contractors Board promotes fair, honest and competitive construction industry and protects the consumer's rights relating to improvements to real property. The Board regulates construction contractors and promotes a competitive business environment through education, contractor licensing, dispute resolution, and law enforcement.
The Construction Contractors Board (CCB) was created in 1971 with the primary purpose of protecting consumers who do business with construction contractors. The CCB ensures that, to the extent possible, contractors comply with state laws and regulations regarding contracting, construction liens, construction, licensing, employment, workers' compensation insurance, safety, paying taxes, obtaining permits and following building codes.
This is a management service position and is not represented by a union.

Here's what you will do:
As a HR Analyst, you will provide a full range of professional employee relation recommendations, advice, and assistance to executive leadership, and employees. You are a creative problem solver. You will be the driver of some of the most important Human Resource decisions made at the agency level. As an HRA3, your skills will be the basis for your consultation and collaboration with all levels of employees, inclusive of union stewards and representatives, managers, supervisors, and professional staff. A typical day may include:
  • Supporting leadership and employees in the implementation in organization diversity, equity and inclusion initiatives across the organization.
  • Working with managers, employees and the union on employee relations issues, labor relations issues, performance management, and other needs.
  • Providing coaching to managers and employees to enhance workforce engagement, development, retention and succession planning.
  • Counseling management to ensure consistent application and integration of policies, procedures, practices, and the collective bargaining agreement(s).
  • As needed, conducting internal workplace investigations in regards to concerns brought forward, documenting reports and making recommendations for resolution.
  • Maintain organizational structure needed for the operation and integrity of the HR function including accurate and thorough documentation and records maintenance.

You will at times collaborate with management to address disagreements, implement change, explore solutions, and train others in the interpretation and application of collective bargaining agreements and other policies and procedures.
Underfill Opportunity:
The goal of this recruitment is to fill this position at the Human Resource Analyst 3 level. However, if the successful candidate does not meet the minimum qualifications for the HR Analyst 3 level but does meet the minimum qualifications for the HR Analyst 2 level, the applicant will be appointed to the classification of Human Resource Analyst 2 (SR 26 $5,167-$7,599). The duration and conditions surrounding the assignment and supervision of the work are determined at the same time of appointment. Here's What We Are Looking For:
Minimum Qualifications - Human Resource Analyst 3
A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority, and three years of Human Resources professional-level experience related to the position.
OR
Valid Certification as Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position.
OR
Six years Human Resource experience related to the position. Four of the six must have been at the professional-level.
Minimum Qualifications - Human Resource Analyst 2
A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and two years of Human Resource professional-level experience related to the position.
OR
Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, AND three years Human Resource professional-level experience related to the position.
OR
Five years Human Resource experience related to the position. Three of the five years must have been at the professional-level.
Note:
A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of Human Resource professional-level experience. Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of Human Resource professional-level experience.
Candidates who are the most competitive will possess a compelling combination of the following background, skills, desired attributes and experience:
  • Experience providing consultation to all levels of management, employees and union representatives.
  • Experience conducting HR investigations and making recommendations.
  • Experience with key HR programmatic areas (FMLA/OFLA, ADA, Classification and Compensation, labor negotiations, recruitment & selection, employee development, etc.)
  • Ability to establish a strong rapport and professional credibility with individuals in order to influence at all levels of the organization, including senior management and union representatives.
  • Ability to maintain strict confidentiality.
  • Ability to objectively coach employees and management through complex, difficult, and emotional issues.
  • Excellent priority-setting and time management skills.
  • Flexibility and adaptability; ability to successfully work under pressure, respond to shifting needs and multi-tasking.
  • High attention to detail.
  • High professional standards and strong employee service mentality.
  • Strong oral and written communication
  • Demonstrated ability to objectively gather information, analyze information, and recommend actions appropriate for the situation.
  • Experience interpreting policies, regulations and laws and the ability to apply them appropriately as needed.
