Housing Quality Standard (HQS) Inspector

The Housing Authority of the City of Camden (HACC) is seeking a full-time HQS Inspectoras part of the Housing Choice Voucher Program.

Under direction, performs inspection work involved in eliminating blight and restoring and/or eliminating subnormal housing accommodations. The incumbent will work with both internal and external teams to complete required regulatory inspections to comply with maximizing program performance. Complete required daily tasks to meet performance goals. Coordinates communication between clients, department staff and the Executive staff, collects and inputs inspection data and statistical information, as well as, other duties as assigned and/or as required to effectuate departmental objectives and goals.

The services provided above assist low-income families and individuals who may include the homeless, elderly or disabled. All activities must support HACC’s mission, strategic goals, and objectives.

The ideal candidate for this role should have superior organizational skills, great attention to detail and motivational qualities.

Hourly Range: $ 25.04 to $ 26.52 per hour.

Successful candidates will be subject to satisfactory drug and criminal background screenings before hiring.

Required Qualifications and Education:

The minimum educational qualifications and experiences required to be a HQS Inspector are as follows:

  • Graduation from High School or possession of a GED and one (1) year of experience in building inspection, building repair, building maintenance, construction, construction inspection, and/or other work concerned with building structures and/or building repair; or
  • an Associate’s degree is preferred and may substitute related work experience which demonstrates the ability to perform the duties as described herein.
  • Must possess at least one (1) of the following certifications when hired or promoted, and must possess the HQS Inspector Certification within twelve (12) months of placement. Failure to possess certification after 1 year in the position may result in termination:
    • HQS Inspector Certification
    • NSPIRE Inspector Certification
  • NOTE: Successful completion of a course in Principles of Housing Inspection may be substituted for six months of the work experience.
  • NOTE: Possession of a current valid Fire Inspector Certification issued by the NJ Department of Community Affairs may be required.
  • Working knowledge of applicable HUD rules and regulations and HACC policies.
  • Ability to establish and maintain effective working relationships with peers, superiors, residents, community service agencies, and the public.
  • Must possess a valid driver’s license and be insurable under the Housing Authority’s plan.

SUMMARY:
Under direction, performs inspection work involved in eliminating blight and restoring and/or eliminating subnormal housing accommodations. The incumbent will work with both internal and external teams to complete required regulatory inspections to comply with maximizing program performance. Complete required daily tasks to meet performance goals. Coordinates communication between clients, department staff and the Executive staff, collects and inputs inspection data and statistical information, as well as other duties as assigned and/or as required to effectuate departmental objectives and goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following but are not limited to the job specifications contained herein. Additional duties or job functions that can be performed safely may be required as deemed necessary by supervisory personnel.

  • Inspects buildings for health and safety violations.
  • Inspect Housing Choice Voucher Units to be in compliance with HQS standards.
  • Establish, maintain and promote effective working relationships with departmental employees, co-workers, vendors, consultants, contractors and landlords/tenants.
  • Conduct rent reasonableness and market analysis as needed.
  • Submit monthly performance reports as required.
  • Confers with individual property owners relevant to service of notices and violations.
  • Re-inspects Housing Choice Voucher Program units after completion of repairs to ensure compliance with regulations.
  • Inspects dwellings that present difficult and unusual problems.
  • Answers complaints and inquiries about inspections.
  • May coordinate agency functions with other concerned agencies.
  • Creates and maintains effective public relations with the general public, landlords, real estate associations, and other agencies and groups.
  • Attends meetings.
  • Prepares correspondence.
  • Prepares clear, accurate, informative reports containing findings, conclusions, and recommendations.
  • May give advice and guidance to other staff.
  • Maintains complete and accurate inspection files and records for all Housing Choice Voucher Program units.
  • Present inspection findings in court cases.
  • May inspect hotels and/or multiple dwellings to detect and eliminate fire hazards and to enforce provisions of relevant fire safety codes and related regulations.
  • Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Represent the HACC with professional integrity and sound judgment.
  • Apply developed written and oral communication skills and strong knowledge of HUD rules and regulations pertaining to the Housing Choice Voucher Program and Public Housing and all applicable HACC policies, procedures, union contracts rules and administrative practices.
  • Attends various workshops, meetings (including city and community) and Board of Commissioners meetings.

  • Knowledge of Computer Skills, Data Entry, Microsoft Office Skills.
  • Additional duties as assigned.

REQUIREMENTS AND PERFORMANCE GOALS:

  • Knowledge of approved inspection methods involved in preventing and eliminating blight and restoring and/or eliminating subnormal housing accommodations.

  • Knowledge of state and municipal housing codes and zoning ordinances.

  • Ability to perform inspection work involved in preventing eliminating blight and/or substandard housing accommodations.

  • Knowledge of applicable HUD rules and regulations and HACC policies.

  • Ability to meet with people and deal effectively with housing inspection problems.

  • Ability to participate in community affairs.

  • Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations.

  • Ability to complete all assigned inspections, tasks and goals to comply with program requirements.

  • Ability to give guidance and assignments to assigned employees.

  • Ability to maintain accurate and complete records and files.

  • Ability to present inspection findings in court cases.

  • Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

  • Ability to analyze and evaluate pertinent data and prepare clear accurate, and informative reports with sound conclusions and recommendations.

  • Ability to establish and maintain effective working relationships with individuals, coworkers, groups, and organizations.

  • Ability to interpret rules and regulations of a complex and explain procedures to be followed.

  • Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

  • Proficient in MS Office Applications, Word, Excel, Power Point, Outlook, Tenmast (or other similar property management software) and Internet.

SUPERVISORY RESPONSIBILITIES:
None.

LANGUAGE SKILLS: Ability to read a limited number of two and three-syllable words and basic numbers. Ability to speak simple sentences.

MATHEMATICAL SKILLS: Ability to add and subtract two-digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume, and distance.

REASONING ABILITY: Ability to apply common sense understanding to carry out detailed and involved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.
