General Purpose of the Job
Responsible for the provision of client initial assessment/intake, review of eligibility and referral documentation, landlord outreach and negotiation and the coordination of landlord payments with the Tenant Assistance Department for the KHC Emergency Housing Voucher (EHV) Program funded by federal American Rescue Plan Act (ARPA) funds as well as the KHC Mainstream Housing Choice Voucher (HCV) Program. The position will accept referrals from the KY BoS Coordinated Entry System and will work accordingly to ensure swift and compliant lease up with an EHV or Mainstream resource. Coordination of KHC EHV and Mainstream services, documentation and landlord outreach/negotiation will occur in the field, remotely and in KHC office as deemed necessary. Ability to travel is required. Reports to the Housing Connector Team Supervisor, Homeless Programs and works closely with Tenant Assistance Department and homeless programs team staff. Knowledge of and adherence to HCV regulations, KHC EHV and Mainstream program guidelines, and ongoing work with the KY Balance of State Continuum of Care and partner agencies is required. The KHC Housing Connector serves as a liaison between eligible clients, landlords and the KHC Tenant Assistance Department. The KHC Housing Connector serves as a liaison to local case management providers for ongoing client assessment of needs as required. Provides technical assistance relating to KHC EHV and Mainstream processes and serves as main access point to program entry. The position will fulfill other duties as assigned. This position is full time and subject to ARPA/EHV funds availability, eligible activities, and is time limited as funds allow.
Essential Duties and Responsibilities:
Completes EHV/Mainstream program intakes, eligibility determination and applicable referral documentation as laid out by KHC referral processes.

  • Serves as a liaison between KY Balance of State CES and EHV/Mainstream program; accepts referrals for EHV/Mainstream program.
  • Completes applicable EHV/Mainstream program intake with clients.
  • Possesses consumer-based approach and empathy when working with those experiencing housing instability and/or are in imminent risk of homelessness.
  • Gathers, reviews and confirms referral eligibility documentation.
  • Completes and reviews HCV application/referral packet for EHV/Mainstream submission to TA.
  • Serves as main point of contact for EHV/Mainstream program for referrals and/or case managers.
  • Coordinates with EHV Data Entry/Data + Reporting Team staff as needed one referral is deemed a “client” in enrolled in the program; enter data in HMIS.
  • Submits all referral packets to EHV Program Supervisor for final review prior to Tenant Assistance submission.
Serves as a liaison between eligible household landlords’ and KHC Tenant Assistance Department.
  • Serves as main point of contact for KY BoS client landlords.
  • Gathers, reviews and confirms required unit eligibility paperwork (rent reasonableness documentation) required for funds to be spent in an eligible unit.
  • Conducts HQS Inspections on proposed program units as needed.
  • Complies and submits all eligibility documentation required for payment to KHC Tenant Assistance Department.
  • Serves as a liaison between KHC Housing Contract Administration/Tenant Assistance and landlords as needed and ongoing.
  • Sends landlord information to KHC admission staff as needed.
Serves as a liaison between KY Balance of State CoC partner agencies and/or case management agencies.
  • Maintains routine contact with case management providers once assistance is released to ensure compliance with program ongoing case management and/or assessment of need requirements as set forth by HUD and KHC.
  • Serves as an EHV/Mainstream program liaison between client and case managers as need.
  • Assists with additional EHV/Mainstream duties as assigned.
  • Assist with additional ARPA duties as assigned.

Additional Information:
Position requires a consumer-based approach to service provision and coordination, particularly with those who are experiencing housing instability and/or are in imminent risk of homelessness. Position requires ability to work effectively with a wide variety of people, including external contacts as well as cross-departmental teams; ability to work in a team and as an individual to gain consensus; ability to multitask; ability to deal effectively with conflict; ability to work well under high pressure situations; ability to plan and present ideas effectively, both verbally and in writing; ability to plan, organize, and coordinate work activities, handling sensitive and confidential information. Position requires strong customer service and oral and written communication skills. Position requires strong analytical skills, including problem-solving, and attention to detail to ensure a high level of accuracy. Must have ability to work under minimal supervision. Position requires knowledge of MS Office Suite products Knowledge of HCV, EHV and homeless programs, industry terminology and best practices preferred.
Education Requirements:
This level of knowledge would normally be acquired through completion of an Associate’s degree in a human services related field of study. Bachelor’s degree is preferred.
A minimum of two years’ related experience may be substituted for degree requirements.
Experience Requirements:
Position requires one to three years’ experience in a responsible position in a professional environment with primary duties related case management, customer service, and/or federal housing program administration.
