Oregon Housing & Community Services is searching for a HMIS System Administrator who is primarily responsible for the Oregon Multi-Continuum Homeless Management Information system. This candidate will have extensive knowledge of HMIS system administration, data quality, data sharing, analyzing & problem-solving skills, ability to complete query data, and providing/using data in reports and visualizations.   • Working Condition: Remote > This position can be fully remote with some requirements for in-person work. You must be living in the United States to qualify for remote work.

WHAT YOU WILL DO
The HMIS System Administrator has primary responsibility for the Oregon Multi-Continuum Homeless Management Information system administration. This includes HMIS policies and procedures, HMIS data quality management, HMIS contract administration for the Oregon Multi-Continuum (OMC) Homeless Management Information System (HMIS), and the development of trusted partnership reflected in data sharing agreements.
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical, and planning work.

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • Extensive knowledge of homeless services and data system structures, the state and federal guidelines, laws, and rules pertaining to client confidentiality and data sharing, and programs funded through the Division.

  • Excellent written, computer, verbal communication, and presentation skills.
  • Advanced level skills in Microsoft Excel and Homeless Management Information Systems including ability to querying data and report development.
  • Strong analytical and problem-solving skills.
  • Demonstrated awareness of race and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency. We provide financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. OHCS released its 2022 Progress Report to update the agency's significant progress in meeting the goals outlined in the 2019 Statewide Housing Plan. We are now more than halfway into the five-year plan.

HOUSING STABILIZATION DIVISION: PERFORMANCE & EVALUATION (P&E)
Performance & Evaluation supports other HSD sections and ensures grantees are adequately trained to enter data into the Homeless Management Information System, (HMIS). In addition to data analysis, this section is responsible for program compliance work, ensuring program delivery is being done in compliance with the intent and within the rules and regulations guiding the funded programs. Performance & Evaluation is responsible for data gathering, training and analysis of homeless and housing retention programs. The section facilitates external and internal planning efforts that are informed by collaborations with division leadership and department staff at all levels.
