The Oregon Department of Early Learning and Care is excited to announce an opening for a permanent Senior Systems and Security Administrator (Information Systems Specialist 8). The Office of Information Technology (IT) works collaboratively and engages frequently with partners throughout and outside the organization. This position will work a hybrid schedule of working both remotely and in the office. You will be required to come into the office at least twice per month for meetings.

the Oregon Department of Early Learning and Care
(DELC) which is an agency that prides itself on enabling Oregon's young children and families to learn and thrive. We are responsible for overseeing the state’s Early Head Start, Head Start, Prenatal to Kindergarten, and Relief Nurseries programs, licensing Oregon’s child care providers and developing systems that coordinate regional cross sector partnerships through Early Learning Hubs. DELC partners with local Child Care Resource and Referral organizations to provide professional learning, coaching, consultation and other quality improvement opportunities for early learning and care providers.

What you will do:
The primary purpose of this position is to provide leadership, guidance, administration, and support for DELC systems (servers, applications, networks) and to coordinate with Enterprise Information Services (EIS) Cyber Security Services (CSS) to provide operational cybersecurity administration.
This position requires frequent independent, informed decision-making related to technology implementation, policy compliance, and Security. In many instances decision-making may take the form of official recommendations or proposals to the IT Operations Manager, Chief Information Officer (CIO), IT Governance Committee (ITGC), or the DELC executive leadership team regarding network and server architecture, systems implementation/integration, security, or other technology matters.
This position will also frequently engage in operational activities such as vendor management, inter-agency collaboration, system monitoring, and change management.

What we are looking for:
  • Seven (7) years of Information Systems experience in network administration and/or information security; OR
  • An Associate's degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND 5 years of Information Systems experience in network administration and/or information security; OR
  • A Bachelor's degree in Information Technology, Computer Science, or related field AND three (3) years of Information Systems experience in network administration and/or information security; OR
  • Master's degree in Information Technology, Computer Science, or related field AND one (1) year of Information Systems experience in network administration and/or information security.
In addition, we are looking for applicants that have the following Desired Attributes:
  • Expertise and demonstrated experience in network administration, including leadership and planning related to VPN systems, switch configuration, network mapping, active directory, identity & access management, etc.
  • Expertise and demonstrated experience in server configuration and administration, including platforms such as Microsoft Windows, Linux, Oracle, and cloud services (SaaS, PaaS).
  • Expertise and demonstrated experience in security administration, including coordination and escalation to governing bodies such as EIS Cybersecurity Services (CSS), eDiscovery, monitoring of logs and diagnostic reports, development of policy and procedure, and review of systems to ensure compliance with standards such as statewide security plans and Criminal Justice Information Services (CJIS) guidelines.
  • Expertise and demonstrated experience in vendor and relationship management, including contract administration, procurement, Service Level Agreement (SLA) monitoring, etc.
  • Expertise and demonstrated experience with complex communication, coordination, and collaboration with technical and non-technical audiences.
  • Expertise and demonstrated experience translating an organization's mission, vision, and values into technology Systems and in identifying and addressing systemic barriers to equity and inclusion.
