The Opportunity
WSDOT is currently seeking a Highway Maintenance Supervisor for the Northwest Region Incident Response Team. As part of the WSDOT mission to provide safe, reliable, and cost-effective transportation, this role, under the Maintenance Superintendent's guidance, leads the WSDOT Northwest Region Incident Response Team. The primary responsibilities include supervising Highway Maintenance Workers in patrolling, responding to incidents, aiding stranded motorists, and ensuring public safety. This critical position supports the National Unified Goal and best practices for Traffic Incident Management while fostering an inclusive and respectful work environment, emphasizing diversity, equity, and inclusion. What to Expect
Among the varied range of responsibilities held within this role, the Highway Maintenance Supervisor will:
  • Patrol designated State Highway segments as the Supervisor of the NWR IRT.
  • Operate an authorized emergency vehicle with tow capabilities within an assigned route.
  • Respond to and clear incidents during peak commute times.
  • Act as Incident Commander/Unified Command capacity for all agencies at the incident scene or on emergency operations.
  • Supervise Highway Maintenance crews engaged in Incident Response activities in the region.
  • Prioritize and assign work to Highway Maintenance Worker 3s and crews, schedule equipment and materials as needed.
  • Train personnel in equipment usage, safety, Highway Maintenance, and public relations.
  • Coordinate with regional internal/external partners for incident management plans.
  • Serve as a primary coordinator and trainer for Traffic Incident Management (TIM) training.
  • Serve in assigned Command and General Staff positions in applicable WSDOT EOC's as a member of the WSDOT Incident Management Team (IMT).

Qualifications
To be considered for this opportunity, the following are required:
  • High school graduation or possession of a GED certificate or equivalent.
AND
  • Two (2) years of experience as a Highway Maintenance Worker 3, Bridge Maintenance Specialist Lead, Maintenance Specialist 3, or equivalent combination of experience.
  • Possess a valid Traffic Control/Flagging card with experience performing traffic control per MUTCD, including planning, setting signs and cones or barrels, and flagging; or obtain Flagger Certification within six (6) months of employment.
  • Chainsaw certification.
  • Obtain and/or maintain valid certifications in the following: Flagging and First Aid/CPR Training.
  • Possession of a Washington Class A CDL with N endorsement, without airbrake restrictions.
  • Experience leading and/or supervising crews.
  • Completion of the National Incident Management System (NIMS) Courses in ICS 100, ICS 200, ICS 300, ICS 400, ICS 700, and ICS 800.
  • Possess a "Traffic Control Supervisor'' (TCS) certification or obtain it within six (6) months of employment.
  • Ability to perform fieldwork that involves physical labor primarily carried out outdoors, with exposure to hazards such as severe weather, prolonged standing, confined spaces, rough terrain, chemicals, and waste.
  • Ability to work weekends and holidays for emergencies. Must report to the duty station within 60 mins. Work alternate shifts as assigned. Respond to emergencies 24/7, alone or in a team. Long hours, including some night work. Standby and call-back may be required. Rotational night shift required.
  • Ability to pass a criminal background investigation by the Washington State Patrol (WSP) and Federal Bureau of Investigation (FBI), including fingerprinting.

It is preferred that qualified candidates also have the following:
  • Strong awareness of WSDOT Highway Maintenance procedures.
  • Strong awareness of the region, access points, landmarks, drainage flows, traffic patterns, potential detour routes, and local Maintenance resources.
  • Background in Highway Maintenance, traffic control, and emergency response work.
  • Traffic Incident Management (TIM) Train the Trainer Certification.
  • Ability to use electronic equipment such as computers, phones, and other technology that pertains to the IRT Program, and willing to test/pilot new and different technology.

  • The salary listed includes the legislatively approved 10% premium for Highway Maintenance Worker Supervisor positions in Seattle, WA.
  • This position is not eligible for remote work.
  • The salary listed includes the legislative-approved 5% salary premium for positions in King County.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in (1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
