Summary The position is located in the Chief of Staff Office and provides support to health care management officials. Responsibilities Responsible for suspense review/responses, patient complaint letter responses, issue briefs, congressional inquiry responses to include content, grammar, and formatting accuracy. Representative for facility wide management committees and other committees as required; utilizing tools to track issues requiring follow-up and resolution. Serves as a resource and management consultant to other VAMC committees or subcommittees regarding issues related to staffing and budgetary elements impacting all the services under auspices of the Chief of Staff. The incumbent operates in a senior staff capacity providing Chief and Deputy Chief of Staff assistance. As designated, represents the COS at both internal and external activities conducted within and outside the Medical Center that deal with facility events, committee assignments, regional VA events, public relations, community involvement, minority veteran outreach, congressional interests, health care planning, and inter-organizational cooperative sharing activities as required. Tracks facility and service level productivity data, utilizing a variety of management tools. Day-to-day observes trends, review of statistical analysis, identifies missed opportunities and recommends actions for discussion and approval of the Chief of Staff Prepares reports and analyzes data for all resources being managed under the the Medical Center's Chief of Staff office. Must apply analytical processes and interpret data in a meaningful and fully accurate manner while continually upgrading their knowledge through various evaluative tools and methodologies. Preparing and present reports/findings for Executive Leadership Team and other meetings as directed. Serves as the Chief and Deputy Chief of Staff delegate for approval/disapproval of Chief and Deputy Chief of staff leave requests and validates payroll processes. The incumbent follows up on staff concerns involving complaints, EEO, or Union issues. Also follows-up on patient complaints as assigned. Serves as consultant and advisor to senior management on highly visible, complex, and difficult administrative issues, ensuring management is kept informed of controversial or politically sensitive issues. Regularly called upon as a reference point by staff members regarding a broad range of administrative management and statistical information. Must exercise excellent judgment in settling priorities to avoid conflicts and ensure a smooth work flow. Supports performance appraisal development for direct reports to the Chief and Deputy of Staff. Facilitates conflict resolution with staff aligned under the Chief of Staff partnering with Union and Human Resources as necessary. Stays current with Management and Labor Contracts. Initiates personnel actions, reviews personnel activities, writes position descriptions and conducts annual position classification/management reviews. Serves as a resource and management consultant to other VAMC committees or subcommittees regarding issues related to staffing and budgetary elements impacting all the services under auspices of the Chief of Staff Office. Assists Chief of Staff office in evaluating ideas for media and public affairs and assists Public Affairs Officer with content development of clinical programs as required The incumbent must apply comprehensive knowledge and understanding of the operational and healthcare philosophy of the VA system for developing improvement plans and decision making. This should encompass local, VISN, and Central Office organization, the interrelationships of the component organizations, and the appropriate pathway through the system needed to accomplish work within designated operational channels. Develops processes for implementation of various initiatives and projects. as assigned. The incumbent may also be called to perform other management and/or program support work such as special projects, event planning, participate in studies or site visits, or committee related work. The incumbent ensures that data capture is performed correctly and monitors outcome data to continually evaluate and enhance programs. The incumbent must accurately interpret a variety of internal and external publications, to include VA and Joint Commission publications, and apply them to daily activities, unique, and unprecedented situations in the administrative arena. Work Schedule: Monday- Friday 7:30am-4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirement (IOR): An IOR is a basic requirement that must be met in order to qualify for the 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants MUST have one of the following listed below: Education: Graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcript required). OR, Specialized experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field: This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
