The Health & Safety Specialist is responsible for progressing specific initiatives in the area of safety and health including new programs, revised programs, emergency response and safety infrastructure, contractor safety, and refinery capital projects.
Responsibilities May Include:
  • Demonstrating a personal commitment to health and safety, functioning as a safety leader and motivator.
  • Functioning as an effective communicator in both individual and group settings including oral and written communications
  • Serving as an active member of an Area Team providing accurate and relevant health and safety-related guidance, recommendations, risk management, compliance assurance and support for operations and maintenance activities
  • Developing, implementing, revising policies on a myriad of health and safety-related topics
  • Leading, coordinating and participating in a variety of auditing initiatives.
  • Reviewing, organizing, and interpreting audit data and developing and implementing strategies to correct findings
  • Leading, coordinating and participating in incident investigations.
  • Ensuring meaningful corrective actions are developed, documented, and tracked.
  • Working proactively to evaluate health and safety-related improvement opportunities. Based on those proactive assessments, utilizing resources to implement effective and sustainable changes
  • Spends time in the field working with operations, crafts and contractors to conduct hazard assessments, job planning, hazard abatement, compliance verification and training
  • Conducting field surveys, sampling, and monitoring using a variety of instruments necessary for permitting activities and for the assurance of workforce safe working conditions
  • Developing and delivering health and safety-related training.
  • Following-up on efficacy of training and re-training where necessary.
  • Leading, coordinating and participating in a variety of health and safety-related committees
  • Serving as an active participant in the Management of Change (MOC), Pre Start-Up Safety Review (PSSR) and Process Hazard Analysis (PHA) processes.
  • Serving as an active member of one or more of the emergency response team(s).
  • Working with the site Industrial Hygienist to support the industrial hygiene program by conducting monitoring / testing activities along with associated follow-up activities
  • Staying abreast of regulatory and internal company requirements to ensure continued compliance.
  • Staying abreast of industry best practices to ensure continual improvement.
  • Working in a team environment, backing up colleagues within their respective areas, and being flexible to transition into new H&S roles as the need arises.
  • Working with both employees and contractors to ensure understanding of site-specific requirements and overall safety requirements.
  • Coordinating and contributing to Risk Analysis Meetings (RAMs) and other job safety plans.

Required Qualifications:
  • Legally authorized to work in the job posting country
  • High school diploma or GED equivalent
  • Possess a valid driver's license
  • 1 or more year of experience within the occupational health and safety profession as a full-time Safety Specialist or equivalent position
  • Intermediate proficiency in Microsoft Office
  • Willing and able, with or without reasonable accommodation, to perform and comply with the following:
    • Travel up to 5% of the time
    • Be on call 24/7/365
    • Work safely near large, hot, high-speed machines
    • Climb ladders and stairs up to 200 feet in height
    • Work around chemicals, including acids and bases
    • Work around hydrocarbons under high pressure and heat
    • Work outside in harsh weather conditions
    • Wear personal protective equipment, including fire retardant clothing, safety-footwear, eyes/ears/face protection, and respiratory protection
    • Maintain a clean-shaven face for respirator use
  • Willing and able to obtain a Transportation Worker Identification Card (TWIC)

Preferred Qualifications:
  • Bachelor's Degree in Occupational Health & Safety or closely related field
  • 3 or more years of full-time work within the occupational health and safety profession
  • 1 or more years of full-time work within the petrochemical industry in the field of occupational health and safety
  • Certified Safety Professional (CSP), Associate Safety professional (ASP), or Occupation Health Safety Technician (OHST)
  • Demonstrated success in motivating people using safety/behavioral processes
  • Ability to think strategically and simplify complex issues
  • Strong interpersonal and communication skills
  • Ability to effectively interact with all levels within an organization
  • Knowledge of refinery operations and process units
  • Knowledge of SAP, Impact, KMS and other Ferndale Refinery intranet applications
  • Knowledge of PSM
  • Knowledge of API, NFPA, DOSH/OSHA, and DOE oil spill requirements
  • Establishes and follows through on meaningful objectives, with the ability to self-organize

The Ferndale Refineryis located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.

Compensation
The base pay range for this role is$93,100.00 - $133,350.00per year depending on a candidate's relevant work experience and education.
