Job description

The Office of Long Term Services and Supports is seeking a Program Manager to oversee and monitor Medicaid's implementation of Spousal Caregiver Compensation and Medical Respite programs.
Incumbent may participate in
Principal Duties


  • Collaborating with other state and county agencies
  • Overseeing data collection
  • Presenting to the community on LTSS waiver programs
  • Public Speaking
  • Writing rules, policies and procedures
  • Coordinating projects

Note: as of April 8, 2024, DHHS employees will be working a hybrid schedule, which includes 2 office days per week and 3 telework days.

Example of Duties

  • Plans and manages projects and/or programs. Writes or discusses projects/program plan(s), recommendation(s), and/or finding(s).
  • Draft, review and edit contracts.
  • Develops and updates mental health/substance use disorder policies, procedures and rules.
  • Coordinates and assigns projects; approves system changes and establishes project priorities.
  • Provides consultation, makes recommendations, gives appropriate advice, and/or facilitates decisions.
  • Represents the agency with federal, state, and local government units, or with private organizations.
  • Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines, etc.
  • Develops and implements procedures in response to agency policy, state and federal laws, etc.

  • read, interpret and apply laws, rules, regulations, policies and/or procedures
  • draft, review and edit contracts
  • coordinate with a wide variety of stakeholders including our mental health and substance use disorder managed care plans and providers
  • provide contract oversight and troubleshoot contractor inquiries
  • develop approaches for implementation of an idea, program or change in operations
  • control or direct the operation of a program or function
  • provide consultation and provide solutions to problems
  • develop and/or implement new policies/procedures/standards and/or rules/regulations
  • communicate information and ideas clearly, and concisely, in writing; read and understand information presented in writing
  • speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally
  • plan, organize and prioritize time and workload in order to accomplish tasks and meet deadlines

  • This position may currently be a hybrid of both in-office and remote work days. Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion, at any time and for any reason.
  • Effective July 1, 2021, State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.
  • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
  • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
