The Community Service Society (CSS) seeks a dynamic, mission-driven, experienced professional to provide enrollment, scheduling, and administrative services for the Health Initiatives Department. The Community Service Society (CSS) is an independent, not-for-profit organization that has been at the forefront of public policy innovations that support low-income New Yorkers for more than 175 years. CSS runs several statewide programs that help consumers find and enroll in health coverage under the Affordable Care Act. It also runs Community Health Advocates (CHA), a statewide health consumer assistance program offering Health Insurance assistance through a toll-free central hotline and a network of specialist agencies and community-based organizations (CBOs) which can help consumers and small businesses in the communities where they live and work. These services are free for New York healthcare consumers and small businesses.
CSS is hiring a Health Insurance Enrollment Manager to assist with the oversight and management of the CSS statewide Facilitated Enrollment Program for the Aged Blind Disabled (FE-ABD) program. This program helps persons who are older, blind or have disabilities enroll in Medicaid through the local county social services offices. Eventually, enrollment of these beneficiaries will occur through the NY State of Health Marketplace. The CSS FE-ABD program operates a network of 24 Community Based Organizations, serving all 62 counties throughout New York State. The Health Insurance Enrollment Manager will work closely with the FE-ABD Program Manager to administer the expansion of the FE-ABD program. This person will have a supervisory role.
Job Description:
- Assist with oversight and management of the CSS FE-ABD Enrollment Team.
- Supervise Health Insurance Enrollers’ outreach to potential Medicare beneficiaries.
- Supervise Health Insurance Enrollers’ enrollment of Non-MAGI Medicaid applicants.
- Ensure enrollers are completing applications and submitting applications per CSS and HRA requirements.
- Schedule and supervise Health Insurance enrollers when they are offsite.
- Support the training and professional development of Health Insurance Enrollers.
- Participate in the training of Health Insurance Enrollers.
- Participate in monthly CBO network meetings and case clinics.
- Identify trends and issues encountered by Health Insurance Enrollers.
- Use Salesforce database to track applications entered by Health Insurance Enrollers.
- Other duties as determined in consultation with the Program Manager of the FE-ABD program.
Job Requirements:
- Master’s degree in public health, social work, or public administration preferred.
- Experience assisting consumers and/or advocates on Health Insurance and health care access issues required.
- Excellent telephone, counseling, and communication skills required.
- Ability to write clearly and concisely, and keep detailed notes of all communications.
- SalesForce or other database management skills are required.
- Ability to work in Excel required.
- Microsoft Office proficient.
- Experience working in nonprofit, mission-driven, or public policy agencies is strongly preferred.
Salary and Benefits: The annual salary for this position is $82,243.
