Your Specific Responsibilities:

The incumbent in this position requires minimal supervision and makes independent decisions in providing direct health education and support to new families related to infant feeding. Promotes public health awareness intervention activities. This position requires professional and interpersonal skills to interact with clients, health care professionals and others who impact public health awareness, and other Florida Department of Health in Citrus activities. Duties will also require knowledge of varied social, economic, cultural, and lifestyle characteristics and a skill in communicating with and eliciting information from target groups with diverse backgrounds. All activities are performed observing federal, state, Florida Department of Health and CHO information and security confidentiality statues, rules, regulations, policies, and procedures.

 

This position requires travel, weekend and evening hours, and an automobile. This is a tobacco-free position, and a background check will be required.

 

Client Services

        The incumbent in this position is responsible for educating pregnant individuals, lactating parents and families about breast feeding and human lactation. Providing holistic, evidence-based breastfeeding support, care, risks of not breastfeeding and education from preconception to weaning for women and their families.

        Conducts bedside lactation rounds as needed at in county hospitals in coordination with Healthy Start and WIC staff. Consults with lactating parent having breast feeding questions, concerns, or issues and refers as appropriate.

        Provides instruction on appropriate baby spacing, preventing unplanned pregnancy, and preventing STls as part of initiatives for the state. Provides materials to individuals and/or families about services offered by Citrus County DOH. Refer as appropriate.

        Serves as the designated breastfeeding expert for the WIC Program. Duties include responding to referrals from breastfeeding peer counselors and WIC funded staff as needed. Provides support in person, as well as by telephone contact, for clients receiving electrical breast pumps in accordance with the Breast Pump Equipment Guidelines from the WIC Procedure Manual. Maintains the Breast Pump Follow-Up Contacts spreadsheet regarding the number of contacts provided to each client for each month. Assists the WIC Coordinator with policies and procedures regarding breastfeeding promotion. Assists the WIC Coordinator with the training curriculum for the breastfeeding peer counselors.

        Provide wrap around services including breastfeeding, safe sleep, inter-conception care, childbirth education, and parenting as appropriate.

        Has computer access to HMS system. Adheres to Confidentiality and Security policies and procedures.

        Responsible for securing the designated information set for protecting confidentiality, data integrity, and appropriate access, for all information, both confidential and public record, which is stored in hard copy or electronic formats.

        Conducts assessments and develops an Individualized Breast Care Plan or breastfeeding Plan.

        Educates and counsels individuals and/or families about prenatal & infant care, infant development, parenting skills, emergency infant feeding as well as other prenatal and infant information.

        Conducts hospital and physician office visits to provide breastfeeding education and support to families and staff.

        Supports and develops the Healthy Babies Initiatives throughout Citrus County.

        Facilitates development of policies which protect, promote, and support breastfeeding and acts as an advocate for breastfeeding to support initiatives of the state.                                                                                                                                                           

 

        Develops and conducts education covering breastfeeding and human lactation for employees and providers of the DOH-Citrus, in county hospitals, private practice offices, and community members/organizations. Provides materials to individuals and programs on state initiatives and services offered by Citrus County DOH. Selects appropriate breastfeeding related supplies for clinic and educations materials for the community at large. Educates on proper infant feeding in disasters and/or emergencies.

        Assists in the recruitment and coordination of local community partnerships by helping to organize meetings and conducting business and activities of the partnership. Coordinates partnership activities within the county. Represents Florida Department of Health Citrus at community events and meetings including but not limited to support groups, workshops, health fairs, trainings, community-based organizations, local coalitions, and taskforces.

        Coordinates program activities with communicable disease staff, community health staff, Healthy Start, WIC, and health department staff as needed. Submits regular reports as required to ensure appropriate progress on work plans.

 

Programmatic

        Serves as the Breastfeeding Coordinator for the Citrus County WIC Program. Will be responsible for participating in the monthly WIC Breastfeeding Coordinator's call. Performs an annual 2-hour breastfeeding in-service on the most relevant and pertinent breastfeeding topics. Ensures the WIC program has breast- feeding friendly messages throughout the clinic, devoid of any formula promotion materials. May provide additional training to WIC staff.

        Reviews all education materials to ensure they are evidenced-based and relevant. Consults with WIC Coordinator ordering breast pumps and accessories when additional funding allows.

        Responsible for completion of activities for the breastfeeding objectives listed in the WIC bi-annual Nutrition Program Plan, documenting, and reporting on these activities, and monitoring indicator data to support decisions made to improve breastfeeding rates.

        Serves as agency lead for Florida Healthy Babies initiative. Attends state calls, completes workplans and quarterly reports as required.

        Represents the agency on Substance Exposed Newborn Taskforce.

 

Clerical Duties

        Completes timesheets in People First and EARs in HMS and required trainings within applicable time frames.

        Conducts quality assurance programs to monitor the effectiveness of the program and its partners as pertains to state initiatives.

 

Required Knowledge, Skills, and Abilities:

Knowledge of infant feeding, human lactation, infant care, and appropriate baby spacing.

Knowledge of WIC, Women Infants and Children program.

Utilization of equipment required for the position including breast pumps.

Excellent oral and written communication skills.

Ability to speak in public and conduct education to individuals and groups.

Ability to successfully assist lactating parent with breastfeeding skills.

Ability to work with individuals and groups with different levels of education, knowledge, and cultural backgrounds Knowledge of computer programs and applications.

Ability to utilize computer programs and applications.

Ability to problem solve and think critically. 

Ability to work independently with little supervision.

Ability to research and analyze data.

Ability to work flexible schedule as dictated by needs of clients.

 

Qualifications:

Minimum - Currently certified as International Board-Certified Lactation Consultant (IBCLC).

Preferred - Experience in the WIC (Women Infants and Children) program. Bilingual fluent in English and Spanish.
