The University of Southern Maine's Catherine E. Cutler Institute invites applications for a Health Data Programmer position.
The Catherine Cutler Institute collaborates with partners throughout the nation and across the world to find sustainable practical solutions to critical societal issues. One of our focus areas, Disability and Aging, commits to making sure public resources are used to their best effect in helping older adults and adults with disabilities live healthy, active, secure, and engaged lives. In collaboration with state and federal policymakers and service providers, we improve programs and services for older adults, and adults with disabilities, through technical assistance, evaluations, identifying best practices, and performing policy analysis work.
The Health Data Programmer provides data analytic, database management, and application programming support to project teams working with large and small data sets including, but not limited to health care data with a focus on Medicaid claims and eligibility data. This position requires extensive knowledge and experience with SQL. The Health Data Programmer manages data acquisition, constructs analytic and programmatic files, programs healthcare quality measures, and maintains programming standards and documentation. The Health Data Programmer, working with Cutler researchers, designs and develops analytic databases to meet project requirements. This position manages and assures quality data file construction and data manipulation, supports Cutler staff performing statistical analyses and prepares written reports describing analytic methods and interpreting study results. The Health Data Programmer works with the lead application programmer to maintain the code base for custom applications developed for the State of Maine.
This is a full-time, soft-money (grant) funded position with a starting annual salary up to $70,000 commensurate with experience. This position will be based primarily on our Portland Campus.

- Bachelor's degree and at least 7 years relevant professional experience; or a master's degree and 5 years of relevant professional experience.
- Knowledge and experience with relational database design and database architecture.
- Experience with database management.
- Significant experience with bulk importing raw data into staging environments and utilizing ETL techniques to move data from a production database to data warehouses.
- Significant experience analyzing data from databases using intermediate to advanced querying techniques with SQL. Experience programming healthcare measures to assess utilization, cost and quality.
- Experience with Microsoft SQL Server, Microsoft Reporting Services, and SQL Server Integration Services.
- Experience using SAS statistical software.
