WPHW is a non-profit organization that serves four federally recognized tribes located in five communities: the Houlton Band of Maliseet Indians, the Aroostook Band of Mi'kmaq, the Passamaquoddy Tribe at Indian Township, the Passamaquoddy Tribe at Pleasant Point, and the Penobscot Nation. Wabanaki traditions, language, and culture guide our approach and describe the ways we live in harmony with each other and the land we collectively share. Services are available to community members living on and off-reservation across the state of Maine.


Position Summary:


Our Wabanaki Home Visiting Data and Evaluation Coordinator is responsible for supporting the daily operation of our T-MIECHV programs funded through the Administration for Children and Families. The position collaborates with leadership, community partners, and program staff to monitor and evaluate the development and implementation of community driven and culturally informed Home Visiting services to improve outcomes for caregivers and their children. The position also supports related efforts within the Division of Our Future Generations. The program focuses on efforts to address maternal health, child development and early learning, integrated family support, child abuse and neglect prevention, and substance use prevention and intervention.


Duties and Responsibilities
:


Guides the completion of the Tribal Home Visiting Community Needs and Readiness Assessment (CNRA).

  • Develop CNRA plans using a mixed-methods design and community based participatory research principals.
  • Create processes for gathering relevant primary and secondary data.
  • Create the necessary primary data collection tools and processes.
  • Support the engagement of WPHW staff, community members, and other stakeholders in the CNRA process.
  • Train staff and other CNRA participants on data collection and human subjects research protocols.
  • Develop a plan for CNRA data storage and management.
  • Lead the analysis of all data collected through the CNRA, engaging stakeholders in the process using traditional evaluation framework principles.
  • Direct CNRA reporting writing and prepares dissemination products for internal, community, and federal audiences.
  • Support the Program Manager and Coordinator in completing the CNRA section of the Tribal MIECHV Implementation Plan.

Supports day to day program data activities to ensure effective data collection, entry, and storage.

  • Lead development of the plan for data collection, management, and performance measurement in the program’s Tribal MIECHV Implementation Plan.
  • Work collaboratively with program staff to develop a comprehensive program logic model.
  • Work with the Program Manager and Coordinator to create data collection forms and protocols.
  • Train Home Visitors and other staff on data collection and entry protocols.
  • Perform regular data collection and entry quality checks to monitor data accuracy and completeness.
  • Create a data security and storage plan to ensure measures are in place for safeguarding all data collected through program activities.
  • Maintain tribal data sovereignty by incorporating ownership, control, access, and possession (OCAP) principles into all program data activities.
  • Perform other duties as assigned within the Division of Our Future Generations.

Responsible for managing and maintaining case management software systems.

  • Maintain communication with the system vendor to ensure optimal configuration and support.
  • Work with system vendor to modify database structures to align with organizational needs.
  • Manage staff permissions to ensure individuals have appropriate system access based on their role.
  • Lead efforts to plan, implement, and evaluate software system changes.
  • Organize staff training on the case management system as needed.
  • Create and extract custom reports from the system for reporting, quality assurance activities, and as requested by staff.

Leads work to produce required data reports for the Federal Government and Family Spirit Program.

  • Work with the Program Manager and Coordinator to create a plan for collecting the data required for Federal and Family Spirit reporting.
  • Analyze and compile the Data and information needed for the required Federal and State reporting documents.
  • Gather quality assurance monitoring Data and other information as needed for monthly calls with Federal funder.
  • Analyze and compile the Data and information needed for the required Family Spirit reporting documents.
  • Perform regular data report checks to ensure all reports are accurate and complete.

Leads continuous quality improvement (CQI) and Evaluation efforts to facilitate ongoing fidelity monitoring and program improvement.

  • Work with the Division Director, Program Manager, and Coordinator to create a CQI and fidelity monitoring plans.
  • Engage program staff and other stakeholders in CQI and fidelity monitoring discussions.
  • Analyze CQI data to identify potential areas for improvement.
  • Analyze fidelity monitoring data to evaluate adherence to Family Spirit model.
  • Work with the Division Director, Program Manager, and Coordinator to create a CQI plan and identify data measures that will be used for ongoing quality assurance.
  • Direct CQI and fidelity reporting and prepare dissemination products for different audiences.

Manage research activities required by our Federal Funder through the Tribal Home Visiting Learning Agenda.

  • Oversee the submission of any necessary documents required for research approval.
  • Work with Program Manager and Coordinator to develop research protocols including participant recruitment, data collection tools and processes, and other standard operating procedures.
  • Maintain implementation of research activities according to timeline.
  • Train program staff and other participating stakeholders on appropriate research procedures to ensure compliance with related regulations.
  • Engage community members and other relevant stakeholders in the research process using community based participatory research principles.
  • Oversee research data collection and troubleshoot any challenges that emerge.
  • Create a plan to securely store all data collected through research activities.
  • Analyze data collected through research activities and incorporate traditional evaluation framework principles.
  • Produce research reports, summaries, and other dissemination products as needed.


Skills and Qualifications Required:

  • Experience with Tribal and/or Federal data reporting.
  • Skills conducting and/or supporting community needs and readiness assessments.
  • Skills conducting mixed methods studies, analyzing data, and producing reports.
  • Experience with planning and/or conducting dissemination activities.
  • Experience or strong interest in learning and utilizing Indigenous research methodologies.
  • Evaluation and an understanding of data sovereignty.
  • Experience with continuous quality improvement projects.
  • Experience training staff on data collection and entry and providing ongoing support.
  • Must be authorized to work in the United States.
  • Must pass criminal and other background checks as required by the agency.
