This position is full-time, nonexempt, classified and covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.
Hours are 8:00 am - 4:30 pm; 37.5 hours/week; overtime as required
Under the direction of the Clinical Services & Case Management Director, the Harm Reduction Coordinator/Medical Assistant provides outreach, clinical and administrative support, as needed, to the Allen County Syringe Services Program (SSP), the Clinical Services Division, Infectious Disease Case Management Program and the STD/HIV Prevention Division within the Department of Health.
ESSENTIAL FUNCTIONS:
- Assists the SSP Supervisor and others with coordinating and compiling the SSP supply kits, assists with monitoring supply inventory, and aids in the set-up of the SSP clinics (both stationery and mobile delivery) as well as any other internal operational duties as directed.
- Responsible for providing excellent customer service to the clients of the Syringe Services Program (SSP) including check in/out, intake completion, data entry, triage, distribution of SSP kit supplies and referrals to on-site services such as mental health counselors, training on use of naloxone, HIV/HCV screening and health navigators.
- Responsible for data entry into Indiana Department of Health databases, including the SSP database, ITARA, LIMSNET and NBS, as well as internal databases, compilation of weekly data reports and filing of intake forms. There is a heavy administrative/data entry component to this position.
- Administers public health testing which may include specimen collection, preparation and shipment of blood, sputum, urine, oral swab and other bodily exudate per Health Commissioner or Medical Director standing orders. Testing includes, but is not limited to, Tuberculosis (TB), T-Spot (TB), Rapid HIV, Rapid HCV and other applicable STD screenings.
- Trains on, distributes and educates on, and administers Naloxone if required during SSP clinics and other events as directed. Engages in outreach with SSP-related services and education at other sites, educational health fairs/events, and speaking engagements when requested.
- Participates in and does various tasks for the Allen County Overdose Fatality Review Team.
- Assists with contact investigations under the guidance of the Infectious Disease Case Management Program and STD/HIV Prevention Division.
- Educates clients regarding harm reduction, substance abuse, and communicable disease risk reduction, specifically the transmission of HIV and Hepatitis C, as well as other STDs as appropriate.
- Responsible for practicing infection control measures and following all clinical standard operating procedures.
- Provides services in a nonjudgmental manner, maintaining confidentiality at all times.
- Completes many reports for SSP and other services and data routinely and as directed.
- Attends various meetings and events as directed to represent the department. Attends educational trainings as requested.
- Performs all other duties as assigned, including overtime as required.
REQUIREMENTS:
- Associate's degree or Certification Program of comparable length in Medical Assisting preferred or a Bachelor's Degree in Health Sciences, Biology, Education, Criminal Studies or related degree preferred
- One year clinical, administrative, educational or medical assisting experience preferred
- Clinical experience, including phlebotomy, interventional interviewing, specimen collection/preparation and medical terminology knowledge preferred
- Naloxone administration training completed within first 30 days
- CPR, phlebotomy and other test proficiencies (such as TB Skin testing and others) within one month of hire
- National Incident Management System (NIMS) certification upon employment as required for all public health staff
- Strong written and verbal communication skills
- Excellent customer service skills and attention to detail
- Experience in large amounts of data entry
- Strong ability to work as a member of a team to achieve a common goal, and in a non-management or oversight role Ability to use Microsoft Office products, electronic medical record (EMR) systems, standard office equipment and other job-related computer software
- Math and computation skills necessary for data compilation preferred
- Knowledge of infection prevention preferred
WORKING CONDITIONS:
The Harm Reduction Coordinator & Medical Assistant will work in a standard clinic setting or mobile clinic setting with the ability to move around freely, with some lifting up to sixty pounds, bending, pushing and/or pulling loads, reaching over head, kneeling crawling, climbing ladders, exposure to temperature extremes and chemicals with frequent exposure to dangerous equipment, noise and noxious odors/fumes and potentially very frequent exposure to bloodborne pathogens.
