Job Duties:
This position assists school districts and other public agencies providing special education, general education, and related services to develop and implement continuing education activities.1D This position also collaborates with multiple programs within the agency, and other agencies, to coordinate between various grants and initiatives streamlining the services provided. This position uses a data-driven approach to assist school districts and others in identifying continuing education and technical assistance needs to improve outcomes for Montana students with disabilities and unique learning needs.
Knowledge, Skills, and Abilities (Behaviors):
- Considerable knowledge of the theory, principles and practices of education and school programs, principles of planning and organization; teaching methodology, learning theory, and program administration related to special education. Demonstrate skills and knowledge in assigned curricular area.
- Ability to establish and maintain effective working relationships with peers, other agencies, and the public to communicate effectively both verbally and in writing, to plan and direct an educational service program, and to understand and apply federal, state laws, and regulations.
- Specific knowledge skills and abilities to prioritize work and ensure completion of work plans. Specific knowledge, skills and abilities related to education reform, school improvement, adult and child learning theories, research and assessment, group process, data analysis, school facilities and design, evaluation of program and resource materials, accreditation and certification, research, and current education practices, and access the retrieval of national clearing houses and databases in concept of professional development for educational improvement.
- Substantial knowledge of theory, principles, and practices of learning, educational supervision, group process, data collection and analysis, curricular and instructional strategies and methodologies, classroom and alternative assessment practices, accreditation, certification, and instructional technology.
- Knowledge of the goals, purposes, and reporting requirements for compliance for state and federal agencies, State Board of Public Education administrative rules for accreditation of schools.
- Ability to interpret rules, regulations, policy, and procedures, and apply them to the collection, analysis and evaluation of special education and school mental/behavioral health activities and the determination of program effectiveness.
- Ability to maintain a high level of technical and educational skills, providing leadership for policy.
- Effective leadership and teamwork skills, establishing and maintaining working relationships with co-workers, technical personnel, diverse groups of professionals, and the public.
- Ability to communicate effectively with others using verbal and written communication skills.
- Apply federal and state laws and regulations and OPI policy.
- Ability to work cooperatively, pooling or combining ideas, efforts, and experiences to improve innovation, efficiency, and performance of the division and the office.
Minimum Qualifications (Education and Experience):
- The knowledge, skills and abilities required to perform the duties of this position can be acquired through
- A bachelor's degree in education
- Three to four years' experience or an equivalent combination of education and experience in educational learning through an application of educational leadership, professional development research, design, and practice, curriculum and classroom assessment development, instructional practices, or related areas.
- A master's degree in special education is preferred.
- Other relevant combinations of education and experience will be considered on a case-by-case basis.
