RECRUITMENT DETAILS

RECRUITMENT TYPE: OPEN

SCREENING PROCESS

The screening process for this position, which may be subject to modification, will include some form of a(n): evaluation of education and employment history as it relates to the established minimum entrance qualifications, submission of required documents, including resume/cover letter, if applicable, and responses to supplemental questions, if applicable. The stated qualifications for the position represent only the minimum requirements and do not guarantee qualification for examination or placement on an eligibility list.

EXAMINATION PROCESS

The examination may consist of any combination of a(n): training and experience (T&E) evaluation, written/performance assessment(s), structured oral panel interview, situational judgement interview, or other type of exam of fitness for duty. All parts of the examination process are job related. A passing score must be attained on each portion of the exam to advance to the next stage and ultimate placement on an eligibility list.

DISABILITY ACCOMMODATION

Requests for reasonable accommodations for the testing process must be made no less than two (2) days prior to the examination. Requests must be signed by your medical doctor, school psychologist, or learning consultant as appropriate and must be on provider letterhead and contain an actual signature.

EXAM PROTESTS

Protest of any part of the exam process must be in writing and submitted to the Director, Classified Human Resources no later than five (5) working days from the date you participated in the exam. Any protest must include rationale to support the protest and shall include supporting documentation or references. Protests must be based on illegal discrimination, abuse of discretion, or procedure/process error. Protests should NOT be based on receiving unexpected results. We cannot be responsible for lost mail, misdirected mail, or failure of mail to be delivered after it has been entrusted to the U.S. Postal Service.

ESTABLISHMENT OF ELIGIBILITY

Candidates who are successful in all screening and testing stages will be placed on an eligibility list. The eligibility list created from this recruitment will expire after six (6) months, and may possibly be extended for one (1) year. Candidates on the expired eligibility list are no longer considered for positions within the class. Eligibility lists may be extended beyond one year or expire sooner than one year. Eligibility lists may be merged, in which case candidate ranks may change.

SELECTION PROCESS

Candidates on the eligibility list will be called in rank order to participate in final selection interviews with the hiring manager until three ranks of candidates have accepted the invitation to interview. Ranks may include ties so more than three candidates may be called to interview for one vacancy. Please note that candidates will be removed from the eligibility list for declining the invitation to interview more than two (2) times, and immediately after declining an offer of employment.

OFFERS OF EMPLOYMENT

Official offers of employment are ONLY made by the Conejo Valley Unified School District Human Resources Department designee. Offers are subject to satisfactory completion of ALL the pre-employment processing including: successful completion of a physical examination, if applicable, tuberculosis examination, CA DOJ and FBI livescan/background clearance , and proof of eligibility to work in the United States.

ADVANCED STEP PLACEMENT

All new regular classified employees shall be paid in accordance with the salary range established for the class to which assigned. Initial placement will normally be the first step of the salary range. However, a new employee may receive advanced step placement with an approval from Human Resources. Requests for advanced step must be submitted in writing to the Human Resources office before the employee's first day of work. Approval will be based on the following criteria:

A) Additional qualifying experience beyond that required for entry into the class.

B) Additional education at the college level when related to the position, beyond the established educational requirements for entry into the class.

C) Evidence of currently receiving a salary greater than the first step of the salary for the classification.


ESSENTIAL DUTIES/RESPONSIBILITIES

BASIC FUNCTION: Under the general direction of the Director, Maintenance and Operations, plans and supervises the district's grounds maintenance and irrigation services, including crews performing gardening, and groundskeeping, sprinkler repair, grounds equipment maintenance and operation, and pest control management.


Plans, organizes, schedules and supervises the daily operations and activities of employees performing a variety of grounds maintenance functions.
Supervises and troubleshoots irrigation system installation, maintenance and repairs; interprets landscape and irrigation blueprints.
Schedules and supervises heavy equipment operations and grounds equipment repairs.
Oversees the district's integrated pest management and herbicide/pesticide application program.
Confers with and assists management in setting priorities for district wide grounds maintenance activities.
Trains and evaluates the work of assigned staff and ensures that the work is done safely and in compliance with applicable laws, codes, rules and regulations.
Inspects district sites to ensure accomplishment of grounds maintenance objectives and that grounds are maintained in a safe condition.
Prepares and maintains records and reports of department operations and activities such as attendance, schedules, inventory and other related documentation.
Estimates costs of labor and materials, prepares work specifications, and contacts vendors to obtain quotes for materials and equipment.
Maintains records and an inventory of grounds and irrigation materials, parts, and supplies.
Evaluates and assists in the selection of grounds, nursery and irrigation products and equipment.
Conducts monthly safety meetings and ensures that health and safety precautions are observed.
Responds to concerns expressed by district personnel, the public, and public agencies regarding water quality, irrigations matters, and environmental issues related to grounds maintenance.
May inspect the District’s playgrounds for safety and preventative maintenance planning.
Performs other job related duties as assigned.

MINIMUM ENTRANCE QUALIFICATIONS

Education
Graduation from high school or equivalent, supplemented by college coursework and/or vocational training in irrigation, landscaping design, public works, and/or general grounds maintenance.

Experience
A minimum of four (4) years of experience in journey-level grounds and/or irrigation maintenance with experience in operating heavy equipment such as field mowers, tractors, dump trucks, skiploaders, and backhoes, including two years in a lead capacity or one year in a supervisory capacity. School district experience is desirable.
Licenses/Certifications/Special Requirements
  • Valid California Class C Driver’s License or an alternate method of transportation for travel between district sites
  • California Pest Control Applicator License A, B and C category must be obtained within six months of initial appointment to the position
  • National Playground Safety Institute Certification must be obtained within the initial six months of appointment to the position.
  • Incumbents are responsible for maintaining their license for continued employment.

JOB COMPETENCIES: Knowledge, Skills, and Abilities

  • Principles and practices, materials, tools, and equipment of grounds maintenance, commercial irrigation systems, tree trimming, and heavy equipment operations.

  • Varieties of plants, trees, and shrubs.

  • Software programs used to create correspondence, keep records, and schedule projects.
  • Health and safety practices and regulations of working with heavy equipment, as well as grounds and irrigation equipment; applicable CAL/OSHA regulations;

  • Correct English usage, grammar, spelling, punctuation and vocabulary,
  • Basic record-keeping techniques,
  • Interpersonal skills using tact, patience and courtesy.
  • Principles of supervision and human resource management.

TOOLS/EQUIPMENT
  • Operate a variety of office equipment including a personal computer and job-specific software applications, and related peripheral equipment, including, but not limited to fax machine, copier, and printer.
  • Operation and maintenance of hand and power tools and equipment used in groundskeeping such as mowers, edgers, blowers, sweepers, power pressure sprayers, chain saws, aerators, vacuums and standard gardening hand tools.

HEALTH BENEFITS
MEDICAL/PRESCRIPTION INSURANCE: Employees are eligible to participate in a variety of District-plans. Employee contribution amount towards a premium varies based on medical plan. Family coverage is also available with an additional employee monthly paid premium, includes prescription drug coverage.
DENTAL INSURANCE: District-paid coverage for family dental insurance.
VISION CARE INSURANCE: District-paid coverage for family vision insurance.
LIFE INSURANCE: District-paid coverage for life insurance.
HOLIDAYS: Up to fourteen paid holidays per year.
VACATION: Employees with one to three years of service earn 12 vacation days per year (employees working less than 12 months shall earn vacation on a pro rata basis). The number of vacation days earned increases with longevity up to 20 days per year after 15 years of service.
SICK LEAVE: One day per month, cumulative from year to year (employees working less than 12 months shall earn sick leave on a pro rata basis).
SALARY STEP MOVEMENT: On the anniversary date of hire. Five-step schedule.
LONGEVITY COMPENSATION: Upon completion of 7, 10, 14, 20, 24, and 29 years of service from the hire date, employees receive an additional 2 1/2% salary increase.
