Minimum Required Qualifications:
- Graduation from high school or GED.
- Three (3) years of combined experience in housing, Community Development and/or planning and a minimum of two (2) years of supervisory experience.
- Bachelor's degree in public administration, business administration, planning, economics or related field, or other specific area of study as deemed applicable may substitute for two (2) years of experience.
- Bilingual, Spanish
- Knowledge of the Davis-Bacon Act
- Knowledge of BOLI prevailing wage regulations and requirements
- Knowledge of HUD Housing and Community Planning and Development programs
- Experience with real estate transactions and documentation

These duties are a representative example; position assignments may vary depending on the business needs of the department and organization. This position:
- Manages the administration of City grant programs for CDBG, HOF, GFG, LHRHH, and HOME, as well as the ADU SDC Reduction and MUPTE programs.
- Directs, supervises and evaluates the work performance of assigned staff, including selection, training, disciplinary action and recommendation for staff termination.
- Supports implementation of grant-supported housing and Community Development goals and objectives as directed by the City Council, Housing Advisory Commission (HAC), Community Services and Development Commission (CSDC), other appointed bodies, and the Planning Director; acts as primary staff liaison for HAC and CSDC.
- Develops, coordinates, implements, and manages housing and Community Development projects/programs administered through the Housing & Community Development Division.
- Advises executive staff on programs and policy related to CDBG, HOF, GFG, LHRHH, HOME and MUPTE programs.
- Acts as project manager for grant-supported housing projects. Works with federal and state agency officials, non-profit agency boards and staff, contractors and subcontractors, vendors, and other city agencies to ensure compliance with all regulatory requirements including land use entitlements and environmental reviews.
- Oversees development and implementation of long-range plans required by federal and state agencies and prepares and/or oversees the preparation of grant compliance reports.
- Prepares and manages the CDBG program budget; monitors revenues, expenditures and budget progress against forecasts.
- Reviews CDBG, LHRHH and HOME grant proposals to ensure federal, state and local eligibility.
- Coordinates reporting to state and other agencies on affordable housing development.
- Researches, recommends, solicits, and administers grant funding for housing and other Community Development projects/programs.
- Makes presentations to City Council, appointed commissions, and other departments and agencies, as needed.
- Oversees public information and marketing functions with regard to the City's affordable housing, affirmatively furthering fair housing, and other Community Development programs and activities that benefit low-income and special needs individuals.
- Participates in personnel selection and assignment of duties related to the Division.
- Actively participates in Department management and strategic planning through regular department management meetings, and upholds Department strategic goals and core values.
- Assists in the implementation of the City's policies, goals, objectives, rules and regulations.
- Scope of assigned area will depend on departmental and/or citywide operational structure and is at the discretion of the Director.
