Job Summary
TOTAL COMPENSATION: $84,629.99 - $118,440.87 Total compensation is an estimate based upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.
The starting hourly pay will begin at $31.79 per hour on the pay scale; incumbent will have a pay increase after six (6) full months of employment and will have annual increases thereafter, maxing out at the top step of the pay scale.
This position performs advisory, complex, technical administrative work, and provides financial oversight regarding federal, state, and local grant/contract budgets, billings, and activities as well as oversight of contracts and leases on behalf of the Spokane County Sheriff's Office. The position is responsible for financial and programmatic reporting in the specialized field of governmental grants and contracts under the general direction of a designated member of Command Staff. Work involves complex budgeting and reporting functions in accordance with Federal, State, and local regulatory requirements. The position may, on occasion, report directly to the Sheriff for special or specific projects and may be required to lead and supervise professional and/or administrative support staff. Work is performed with considerable independence.
This is a complex, professional position that provides technical, administrative, and financial oversight in managing departmental, interdepartmental, and interagency grants, as well as Federal and State contract activities. Incumbent works with other administrative staff and is responsible for providing expert pre- and post-award grant administration and management support of research, compliance, budget, maintenance, reporting, conflict resolution, and overall daily administrative and operational oversight of the requirements of each grant on behalf of the Sheriff's Office. The incumbent is also responsible for the facilitation, management, and administration of all aspects of contracts and leases for the provision of public safety services and leased facilities. Work is performed under general direction, with significant independent action and judgment in the performance of duties. This is a civilian, non-commissioned position.

Examples of Duties

Research, develop, and facilitate the preparation of contract and/or grant proposals/applications to secure necessary funding for the provision of existing or new public safety programs and services.
Serve as the primary point of contact with funding agencies and liaise according to the award between funding agencies and the Sheriff's Office for all budgetary and contractual matters.
Works in collaboration with the County Grants Administrator, Spokane County staff, and stakeholders to ensure ongoing and effective compilation of data and information.
Responsible for submission of appropriate supporting documentation, timely submission of fiscal and programmatic reports, compliance with grant requirements, and allowable costs; addresses non-compliance issues and conflicts; executes amendments and budget change requests; proposes solutions to address compliance issues.
With County Legal, Risk Management, and Sheriff's Office accounting staff, develop and negotiate facilities and/or services contracts; formulate and prepare contractual documents, coordinating with the Sheriff's Office and contracting agencies as necessary.
Review, finalize, and submit all documentation to funding agencies, including applications, certifications and assurances, programmatic and fiscal reports, budget change requests, awards and amendments, and close-out packages.
Conduct orientation meetings with programs, departments, and offices who are award beneficiaries and coordinate overall management and compliance with terms and conditions of each award throughout the life of the award.
With County Legal and Sheriff's Office accounting staff, monitor contracts and grant budgets, fiscal reports, and invoices/expenditures to ensure grant audit compliance, adherence to County, State and Federal regulations, allowable costs, adequate budgetary constraints/controls, timely report submission, and compliance with best-practice accounting practices and procedures.
Monitor and review grant and service contract provisions for compliance with reporting requirements and ensure all financial reports have appropriate supporting documentation and are tied to the financial system.
Develop, administer, and maintain appropriate and effective systems and procedures, including fiscal processes, for contract and project management. Participate in and/or develop long-term and/or or short-term planning for additional law enforcement funding opportunities through grants and contract services and programs, aligning with the Sheriff's Office vision, mission, and goals.
Maintain communication with superiors, contractors, management, and partner jurisdictions/agencies/legislative bodies; attend meetings with contract agencies and Sheriff's Office officials for the purpose of contract maintenance, addressing contract concerns, problem resolution, contract development and negotiation, community education, and marketing of Sheriff's Office services.
Develop and maintain positive working relationships with co-workers, superiors, and all public officials in Spokane County for the purpose of contracting public safety services.
Perform other duties as assigned.
Minimum Requirements
Must be a United States citizen or lawful permanent resident, able to read and write the English language; high school diploma or GED.
In addition to the above requirements, applicants must qualify in at least one of the following categories:
  • A Bachelor's Degree from an accredited college or university in Accounting, Business Administration, Public Administration, or related field plus an equivalent to two (2) year's full-time experience in accounting, grant/contract management, auditing, budgeting, management, or closely related field
  • An Associate's Degree from an accredited college or university in Accounting, Business Administration, Public Administration, or related field plus an equivalent to four (4) year's full-time experience in accounting, grant/contract management, auditing, budgeting, management, or closely related field
  • An equivalent to six (6) year's full-time experience in accounting, grant/contract management, auditing, budgeting, management, or closely related field

WORKING CONDITIONS
The Grants & Contracts Specialist typically works in an office setting. Countywide travel is required on a frequent basis to field sites or other agencies. Incumbent may work outside of regular business hours, including weekends, and may be required to attend meetings, make presentations, and/or train others. Incumbent must have the ability to manage multiple tasks and functions, meet strict deadlines, concentrate for extended periods of time, and tend to detailed information on a continuous basis; these characteristics are critical to position success.

Selection Factors
Experience working with public safety/law enforcement programs or agencies is preferred.
Knowledge of:
  • procurement regulations and requirements pertaining to grants in relation to federal and state laws
  • federal and state grant funding agencies, regulations, and requirements related to management and compliance expectations
  • federal and state funding cycles and processes pertaining to funding uses timelines and availability
  • principles of public administration and management
  • general accounting practices and procedures; governmental accounting practices; contract and grant budget preparation, monitoring, and reporting
  • grant development, including writing techniques, understanding grant/contract requirements, and maintaining compliance
  • modern principles, practices, and trends of law enforcement and community policing
