We are seeking a Contracts Specialist II to join our team! The Contracts Specialist II will provide subject matter expertise in the sourcing and contracting of Information Technology (IT) materials, supplies, equipment, software and services in support of the operation of KCIT and its specialized projects and program needs. This position is responsible for coordinating and supporting KCIT's Managers to navigate KCIT through Procurement's processes, systems and Policy, as well as contributing to the drafting, negotiation, execution and administration of KCIT's contracts.

  • Assist the KCIT department staff in sourcing Technology (and some non- technology) goods and services through the County's Finance and Business Operations Division.
  • Act as Division liaison in all Procurement matters as assigned.
  • Define and develop IT sourcing strategies based on KCIT goals.
  • Analyze business needs, product categories used, spending patterns, and the processes and departments involved.
  • Analyze the supplier market and identify suppliers.
PROCUREMENT DEVELOPMENT
  • Collaborate with project managers, managers, business analysts and customer service managers to define the Scope of Work (SOW) including functional and technical documents.
  • Analyze project requirements, and procurement code, policies, and procedures to determine the best procurement approach, i.e. solicitation (RFx: RFQ, RFI, ITB, RFP, ITPS); contract piggyback; or waiver.
  • Analyze the supplier market to help identify suppliers and potential contract piggybacking opportunities.
  • Identify and compile appropriate contract terms and supportive exhibits and documents to ensure proper contractual guidelines and policy procedures are followed in the procurement process.
  • Assist in determining value of the contract, term of contract, bidding qualifications, evaluation and selection criteria.
CONTRACT NEGOTIATION
  • Participate in IT Contract negotiations as Technology contract SME as necessary.
  • Collaboratively refine the statement of work (SOW), including functional and technical specifications and management questions.
  • Review redlines, provide comments, and propose edits and alternative language to facilitate a way forward, while abiding by contracting best practices, KCIT, Procurement and County guidelines and policy.
  • Ensure that all essential contract documentation is compiled, accurate, complete and is supportive of audit and Procurement requirements.
CONTRACT ADMINISTRATION
  • Assist service delivery managers and project managers regarding procurement code, policies, and procedures for all contract changes and renewals.
  • Ensure all contract changes, modification or repeals are clearly documented in Contract Amendment form.
  • Participate in contract change and renewal negotiation meetings as necessary and review documents to validate accuracy of content including service period and any additional and/or conflicting terms and conditions.
  • Facilitate the execution of contract amendments or renewal documents.
  • Ensure the submission Procurement's required service request to provide copy of executed documents and initiate vendor file update, as necessary.
  • Develop and maintain contract files.
  • Ensure all contract documentation is complete, accurate, and satisfies both audit and Procurement requirements and documentation.
  • Transparency of all KCIT contracts available to KCIT Staff, as well as auditors, attorneys, risk managers, and Procurement staff, as needed.
  • Assist KCIT staff in upcoming contract expirations.
  • Review and advise on contacting options.
  • Facilitate steps required to renew, replace, or close contract.
  • Four-year degree in Business Administration or Accounting or the combination of equivalent experience, education and/or training.
  • Knowledge of procurement and contracting laws, regulations, best practices, industry principles, best practices, and procurement methods.
  • Minimum 5 years' experience in the development, review, negotiation and administration of technology contracts.
  • Minimum 5 years' experience sourcing IT products (including software) and services through advertised bidding/solicitation processes, including the drafting of technology SOWs and related support and licensing terms.
  • Ability to effectively communicate in a clear, concise, and manner throughout all levels and functions of the organization and cross functional teams and peers, as needed.
  • Ability to manage your time and adapt to changing priorities while managing multiple projects simultaneously and producing timely and quality work products.
  • Ability to work independently and in a team environment.
  • Strong analytical thinker, creative problem solver, ability to resolve conflict.
  • Proficient in MS Office productivity applications including Word, Excel, SharePoint and PowerPoint.
Desirable Qualifications
  • Prior Public Sector Procurement and Contracting experience
  • 8+ years IT Contracting experience
  • Vendor Relationship Management experience
  • Oracle EBS and/or Oracle procurement Cloud experience
  • LEAN processes and principles experience
Telecommuting Work
The work associated with this position will be performed through telecommuting complimented with onsite work and meetings as needed.Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment.
Work Schedule
This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered.
