The Bureau of Procurement and Fiscal Services mission is to provide comprehensive purchasing and fiscal management for the agency. The services offered by the bureau include procurement administration, grants management, disbursement management, payment review, City tax levy budget coordination, capital project accounting, contracts administration as well as other related activities.
The Fire Department, City of New York (FDNY), seeks a Procurement Analyst level 2 in the Bureau of Fiscal Services; Grants, Assets and Compliance Unit. Reporting directly to the Senior Grant Analyst and the Deputy Agency Chief Contracting Officer, the successful candidate will: Facilitate and monitor DHS grant funded procurements; track procurements and expenditures for all DHS grant projects; facilitate liquidation of funds within grant terms and in compliance with federal requirements. Coordinate with Purchasing, Accounts Payable and Budget units, and with grant project managers to ensure grant funded procurements and payments are correctly coded and that correct funding sources are selected. Assist in administration of the citywide Grant Tracking System (GTS). Monitor GTS data to ensure timely and accurate reporting of DHS and NIOSH Grant funded assets with a unit value of $5,000 or more as per federal reporting requirements. Act to resolve any recording discrepancies or other issues. Fulfill support position to administer the FDNY P-Card program with regard to all grant funded activity, facilitate card holder requests such as issuance of new card accounts, account profile changes, modification of monthly and single transaction spend limits, replacement of cards due to loss or fraud activity, handling user issues such as identifying card declines, and reviewing submitted requests for waivers to unblock restricted vendor merchant codes. Maintain the document records of all related P-Card transactions as required in the event of audit. Complete other tasks as required. Review proposed grant-funded P-Card purchases; verify grant fund sources are sufficient, determine grant eligibility of the purchase and verify the federal & state categories to ensure compliance with all guidelines; liaise with units to resolve issues and authorize grant P-Card purchases as appropriate. Upon authorization of P-Card purchases, review bid documentation, specifications, etc.
Qualifications
1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in "1" above; or
4. A combination of education and/or experience equivalent to "1", "2", or "3" above. College education may be substituted for professional experience under "2" or "3" above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in "1" above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
