The Fire Department of the City of New York (FDNY) is the largest Fire Department in the United States and universally is recognized as the world's busiest and most highly skilled emergency response agency. The Department's main goal is to provide fire protection, emergency medical care, and other critical public safety services to residents and visitors in the five boroughs. The Bureau of Procurement and Fiscal Services mission is to provide comprehensive purchasing and fiscal management for the agency. The services offered by the bureau include procurement administration, grants management, disbursement management, payment review, City tax levy budget coordination, capital project accounting, contracts administration as well as other related activities.
The Fire Department, City of New York (FDNY), seeks a Staff Analyst level 2 in the Bureau of Fiscal Services; Grants, Assets and Compliance Unit. Reporting directly to the Deputy Agency Chief Contracting Officer, the successful candidate will:
Facilitate and monitor DHS grant funded procurement's; track procurement's and expenditures for all DHS grant projects; facilitate liquidation of funds within grant terms and in compliance with federal requirements. Coordinate with Purchasing, Accounts Payable and Budget units, and with grant project managers to ensure grant funded procurements and payments are correctly coded and that correct funding sources are selected. Assist in performing regular, comprehensive review and reconciliation of quarterly fiscal cost reports with Accounts Payable and Revenue unit staff to ensure complete and accurate submissions to the Office of Management and Budget (OMB). Assist in administration of the citywide Grant Tracking System (GTS). Monitor GTS data to ensure timely and accurate reporting of DHS and NIOSH Grant funded assets with a unit value of $5,000 or more as per federal reporting requirements. Act to resolve any recording discrepancies or other issues. Administer the FDNY P-Card program with regard to all grant funded activity, facilitate card holder requests such as issuance of new card accounts, account profile changes, modification of monthly and single transaction spend limits, replacement of cards due to loss or fraud activity, handling user issues such as identifying card declines, and reviewing submitted requests for waivers to unblock restricted vendor merchant codes. Maintain the document records of all related P-Card transactions as required in the event of audit. Complete other tasks as required. Review proposed grant-funded P-Card purchases; verify grant fund sources are sufficient, determine grant eligibility of the purchase and verify the federal & state categories to ensure compliance with all guidelines.

Qualifications
1. A master's degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
